China Safety and Technical Standards for Cosmetics (STSC) is a technical regulation for the cosmetics industry in China, compiled and issued by the National Medical Products Administration (NMPA). STSC was first introduced in 2007 and has undergone several revisions, with the latest version released in December 2015 and officially implemented on December 1, 2016. The List of Colorants Allowed in Cosmetic Products is included in the Chapter 3 of the STSC.
The List of Colorants Allowed in Cosmetic Products includes 157 permitted preservatives in cosmetics, along with their Color Index, C.I. generic name, color and C.I.generic Chinese name. It also specifies the usage scope as well as other restrictions and requirements.
Regulatory Implications of the List of Colorants Allowed in Cosmetic Products
Cosmetic registrants and filers must ensure that colorants used in formulations comply with the List of Colorants Allowed in Cosmetic Products, including specified concentration limits and usage conditions. Compliance is essential for regulatory approval, product safety, and avoiding enforcement actions such as recalls, fines, or market restrictions. Adhering to this list enhances consumer protection, product stability, and brand credibility. To maintain compliance, companies should monitor regulatory updates, verify preservative concentrations, and implement rigorous quality control and labeling measures.
