Toothpaste is subject to filing management, and the filing applicant is responsible for its quality, safety, and efficacy claims. Toothpaste producers and sellers must comply with laws, regulations, mandatory national standards, and technical specifications, ensuring proper management, integrity, and self-discipline to guarantee product safety. Overseas toothpaste filing applicants must designate a domestic enterprise as their responsible entity in China to handle the filing, assist in adverse reaction monitoring, implement product recalls, and cooperate with regulatory inspections.
