These Regulations are established pursuant to Article 8, Paragraph 6 of the Cosmetic Act and Article 17-3 of its Enforcement Rules, with the aim of ensuring the rationality and standardization of the review process for the designation or amendment of cosmetic ingredient usage standards. They prescribe the scope and requirements of the documentation to be submitted by cosmetic manufacturers, responsible sellers, universities, research institutions, and other relevant entities when applying for the removal or modification of prohibitions on cosmetic ingredients, the designation or publication of usage standards for ingredients without existing standards, or the amendment of existing ingredient usage standards.
