These Guidelines are established pursuant to Article 5, Paragraph 1 of the Cosmetic Act and Article 11, Paragraph 2 of its Enforcement Rules. They set forth specific requirements for Good Manufacturing Practice (GMP) in the production and quality management of cosmetics, and encourage cosmetic manufacturers to implement them. The purpose is to ensure consumer safety and promote public health by enhancing the quality of cosmetic manufacturing, management, storage, and distribution.
