To improve and supplement certain deficiencies in the current system, the amendment includes the following provisions:
When a responsible sales manager or a customized cosmetics compounding manager ceases to engage in their respective duties, they may submit a “Notification of Discontinuation of Duties” to the local Ministry of Food and Drug Safety (MFDS) office having jurisdiction over the business location. In cases where a cosmetics manufacturer or a responsible distributor files for business closure with the competent tax authority, or when the tax authority revokes their business registration, the local MFDS office must provide prior notice to the relevant business operator if it intends to cancel their registration. Additionally, while certain labeling information (such as net contents) was previously permitted to be omitted on the packaging of small-sized cosmetic products, the amendment stipulates that for small-sized cosmetics designated by public notice as requiring special consumer attention by the Minister of Food and Drug Safety, all mandatory labeling requirements must be fully indicated.
