NMPA Issues the "Opinions on Deepening Reform of Cosmetics Regulation and Promoting High-Quality Development of the Industry"

On November 17, 2025, the National Medical Products Administration (NMPA) released the Opinions on Deepening Reform of Cosmetics Regulation and Promoting High-Quality Development of the Industry (hereinafter referred to as the Opinions). The Opinions outline 24 reform measures across five key areas, aiming to further strengthen the foundation of cosmetics quality and safety, foster new quality productive forces, and accelerate the high-quality development of the cosmetics industry. These measures focus on encouraging innovation, optimizing the registration and notification system, enhancing risk prevention and control throughout the entire product lifecycle, advancing intelligent (smart) regulation, and promoting regulatory convergence with international standards.
