This document specifies the basic general requirements for cosmetic safety, aiming to provide mandatory technical guidelines for cosmetic production and operations, offering a unified basis for regulatory supervision and inspection, preventing and controlling cosmetic safety risks, and protecting public health. It outlines the general requirements, raw material requirements, and product requirements for cosmetics. This document applies to cosmetics produced and sold within the People's Republic of China and does not apply to cosmetics intended solely for sale outside China.
