In July 2025, the provincial Medical Products Administrations (MPAs) of Gansu, Guangdong, and Jiangxi successively issued public notices regarding the results of cosmetic product sampling inspections, with a total of six batches found to be non-compliant with relevant regulations. 1. Gansu Provincial Medical Products Administration-2025 Cosmetic Sampling Inspection Quality Bulletin (Issue No. 1)

On July 14, 2025, the Gansu Provincial Medical Products Administration issued a bulletin in accordance with the 2025 Gansu Provincial Cosmetic Sampling Inspection Plan. The inspection revealed that one batch of moisturizing facial mask was non-compliant with relevant regulations. The non-compliance was due to the detection of a prohibited ingredient: Clobetasol Propionate.

In response, the Gansu authority has instructed the local regulatory departments to take control measures over the implicated product and to carry out investigation and handling in accordance with applicable laws and regulations.

2. Guangdong Provincial Medical Products Administration-Public Notice on Cosmetic Sampling Inspection Information (Issue No. 1, 2025)

On July 18, 2025, the Guangdong Provincial Medical Products Administration (MPA) issued its first public notice of the year regarding cosmetic sampling inspections. The Guangdong MPA conducted sampling inspections across cosmetic production and distribution sectors throughout the province. A total of four batches of cosmetic products were found to be non-compliant with applicable regulations.

The non-compliant products include sunscreen lotion, sunscreen cream, and toothpaste. The issues identified include:

  • Failure to detect the UV filters specified on the product label and in the registered technical documentation, such as Ethylhexyl Salicylate and Bis-ethylhexyloxyphenol Methoxyphenyl Triazine;
  • Failure to detect additional UV filters as declared in the product label and registration materials, including Phenylbenzimidazole Sulfonic Acid, Butyl Methoxydibenzoylmethane, Octocrylene, Ethylhexyl Methoxycinnamate, and Ethylhexyl Salicylate;
  • Inconsistencies between the product label and the registered technical documentation;
  • Excessive microbial contamination, with a total bacterial count of 5×10 CFU/g, exceeding the limit of 500 CFU/g.

3. Jiangxi Provincial Medical Products Administration-2025 “You Choose, We Inspect” Cosmetic Safety Sampling Announcement (Batch 1)

On July 22, 2025, the Jiangxi Provincial Medical Products Administration released the first batch of results under the 2025 “You Choose, We Inspect” cosmetic safety initiative, which is based on public input and consumer suggestions.

A total of 21 batches of cosmetic samples were collected and tested, covering four major categories: facial masks, freckle-removal and whitening products, hair dyes, and color cosmetics.

Among them, one batch of hair dye was found to be non-compliant with relevant regulations.

Information Sharing

1. On July 16, 2025, the Anqing Municipal Administration for Market Regulation (Anhui Province) implemented a “three-in-one” approach-targeted sampling, strict supervision, and legal education and awareness-to complete a total of 66 batches of national and provincial-level cosmetic supervision sampling.

The inspection covered 10 key product categories, including hair dyes and children’s cosmetics, with a focus on beauty and hairdressing institutions (36%) and township-level areas (19.6%). Sampling was conducted in conjunction with on-site verification of business qualifications, purchase inspection records, and label compliance. A total of 19 batches of products with irregularities have been placed under investigation. Follow-up actions will include tracking of test results and special inspections to ensure cosmetic safety for the public.

2. Recently, the Ningjiang Branch of the Songyuan Municipal Administration for Market Regulation (Jilin Province) carried out a special inspection targeting sunscreen and whitening cosmetics. The inspection focused on key business venues such as shopping malls, supermarkets, cosmetic specialty stores, and beauty salons, and prioritized popular product types including sunscreens, whitening serums, and facial masks.

Law enforcement officers conducted thorough checks on whether the following product information was complete, truthful, and accurate: Product name, Registration certificate number for special cosmetics, Ingredient list, Manufacturing date and shelf life, Instructions for use and Safety warnings. They also examined whether products exhibited issues such as leakage, deterioration, or unusual odors. As of now, over 10 business entities have been inspected, and no violations have been found.

3. On July 18, 2025, the First Branch of the Shandong Provincial Medical Products Administration conducted a routine inspection of a cosmetic manufacturing enterprise in Dezhou. During the on-site inspection, regulatory personnel focused on verifying the consistency between the registration/notification documents of children’s cosmetics and the actual manufacturing procedures. Key production stages such as formula batching and finished product inspection for children’s cosmetics were closely examined.

Since the beginning of this year, the First Branch has conducted inspections of over 40 registrants and notifiers of cosmetics and has sampled 26 batches of products for testing.
