In December 2025, China's National Medical Products Administration (NMPA), along with the Jiangxi, Guangdong, and Fujian Provincial Medical Products Administrations, successively issued notices on cosmetic sampling inspections and regulatory supervision. A total of 67 batches of products were found to be non-compliant and 18 batches of cosmetics were found to contain prohibited ingredients.

NMPA Announcement on 37 Non-compliant Cosmetic Batches (No. 45 of 2025)
On December 9, 2025, the NMPA released an announcement stating that, during the 2025 national cosmetic sampling and inspection campaign, 37 batches of cosmetics were found to be non-compliant after testing by institutions including the Zhejiang Institute for Food and Drug Control. The non-compliant products include shampoos, body washes, hair dyes, etc. The non-compliant items involve ingredient comparison, total bacterial count, pH value, and others.

NMPA Announcement on the Detection of Prohibited Ingredients in 18 Batches of Cosmetics (No. 46 of 2025)
On December 19, 2025, the NMPA announced that, during the 2025 national cosmetic sampling and inspection program, 18 batches of cosmetics were found to be non-compliant after testing by institutions including the Anhui Institute for Food and Drug Control. The products were detected to contain prohibited ingredients as specified in the Safety and Technical Standards for Cosmetics (2015 Edition). The prohibited ingredients identified include: Lyral, Naphazoline, Betamethasone Acetate, Terbinafine, Dexamethasone, Clobetasol Acetate, Triclosan, among others.

Jiangxi Provincial MPA Announcement on Supervisory Sampling Inspection of Cosmetics (Issue 4, 2025)
On December 16, 2025, the Jiangxi Provincial Medical Products Administration (MPA) released an announcement regarding that they continued to conduct supervisory sampling inspections on cosmetics in production and distribution across the province in accordance with the 2025 provincial cosmetic supervision and sampling inspection plan. A total of 16 batches of non-compliant cosmetics were verified. The non-compliant products include sunscreens (lotions and creams), shampoos, body washes, etc. The non-compliant items involve Metronidazole, Chloramphenicol, total bacterial count, total mold and yeast count, Benzophenone-3, among others.

Guangdong Provincial MPA Announcement on Cosmetic Sampling Inspection Information (Issue 4, 2025)
On December 22, 2025, the Guangdong Provincial Medical Products Administration (MPA) released an announcement based on the provincial cosmetic sampling inspection plan. They organized sampling inspections of cosmetics across production and operation stages throughout the province and hereby announces the results. Among the findings, non-compliant products include 10 batches of special cosmetics such as hair dyes and skin-whitening products, 4 batches of children's skincare products, and 2 batches of other cosmetics. Key issues identified include the detection of prohibited ingredients, excessive total bacterial count, and absence of declared active ingredients, among others.

Announcement on Cosmetic Sampling Inspection Results of Fujian Province (Issue 2, 2025)
On December 22, 2025, the Fujian Provincial Medical Products Administration (MPA) released an announcement stating that, in order to strengthen the quality supervision and management of cosmetics and effectively safeguard public health and safety, the Fujian Provincial Medical Products Administration organized cosmetic supervision and sampling inspections across the province. A total of 4 batches of non-compliant cosmetics were detected, including one batch of acne-clearing cream, one batch of moisturizing lotion, one batch of body wash, and one batch of hair conditioner. The non-compliant items involve Nitrofurazone, total bacterial count, among others.

Guangxi Zhuang Autonomous Region MPA Announcement on the Results of the 2025 Supervisory Inspection of Cosmetic Production Enterprises
On December 9, 2025, the Guangxi Zhuang Autonomous Region Medical Products Administration (MPA) announced the results of its supervisory inspections conducted under the Implementation Plan for Supervisory Inspection of Cosmetic Production Enterprises in Guangxi for 2025 (Guangxi MPA Office [2025] No. 28). Inspections were carried out at 53 relevant enterprises, with the following outcomes: production was suspended at 4 enterprises, 1 enterprise achieved compliance after implementing corrective measures, and all remaining enterprises were found to be fully compliant with regulatory requirements.

Guizhou Provincial MPA Announcement on the 2025 Cosmetic Quality
On December 19, 2025, the Guizhou Provincial Medical Products Administration (MPA) announced that, in order to enhance cosmetic quality oversight and safeguard public health, they have carried out cosmetic quality sampling inspections throughout 2025. According to the inspection results, the provincial sampling effort involved 32 entities and covered 95 batches of cosmetics manufactured by 58 producers. All 95 batches were found to be compliant following testing by the Guizhou Institute for Food and Drug Control, with the results applicable solely to the tested samples.
