Cosmetics Supervision and Administration Regulations

On June 29, 2020, the National Medical Products Administration issued the Cosmetics Supervision and Administration Regulations, which were approved at the 77th Executive Meeting of the State Council on January 3, 2020. The Regulations are hereby promulgated and will take effect on January 1, 2021. These Regulations are formulated to regulate cosmetic production and business activities, strengthen cosmetic supervision and administration, ensure product quality and safety, protect consumer health, and promote the healthy development of the cosmetics industry. All cosmetic production, business activities, and related supervision within the territory of the People's Republic of China must comply with these Regulations. The Cosmetics Supervision and Administration Regulations consist of six chapters: General Provisions, Raw Materials and Products, Production and Operation, Supervision and Administration, Legal Liability, and Supplementary Provisions.
