RA 9711 serves as the parent legislation for health product regulation in the Philippines. Through institutional upgrading, expansion of regulatory authority and capacity, and infrastructure development, the Act has comprehensively strengthened the FDA's end-to-end regulatory oversight over food, drugs, cosmetics, and medical devices. For cosmetics companies, the Act establishes the legal foundation for the Philippines' Cosmetic Product Notification (CPN) system and License to Operate (LTO) requirement.
