Brazil-Normative Instruction No. 474/2026

Published together with RDC 1.045/2026 and entering into force on the same date, this Normative Instruction serves as the supporting technical document. It defines seven eligible product categories qualified for the artisanal cosmetics simplified regime, including alcohol-based perfumes, room fragrances, solid bath products, solid soaps, solid hair cleansers/conditioners, body oils & butters and underarm stick deodorants, and specifies formulation boundaries and mandatory warning statements; products outside the listed scope cannot benefit from the artisanal pathway.
