ASEAN-Vietnam Conditions for Cosmetic Production

Issued and took effect on July 1, 2016, this Decree aligns with the ASEAN cosmetic regulatory framework. It governs qualification requirements for domestic cosmetic manufacturers, stipulating mandatory criteria for premises, personnel, quality management systems and warehousing, and sets rules for issuance and administration of cosmetic production eligibility certificates for Vietnamese manufacturing facilities. It was amended by Decree No.155/2018/NĐ-CP and will be repealed upon the entry into force of the new Draft Decree on Management of Cosmetics.
