ASEAN-Vietnam Circular No. 06/2011/TT-BYT on Cosmetic Management

Issued on January 25, 2011 and effective on April 1, 2011, this is the core technical instrument governing cosmetic marketing in Viet Nam and transposes the ASEAN Cosmetic Directive into national rules. It covers product notification procedures, notification receipt, Product Information File (PIF), labelling, ingredients, claims, advertising, post-market oversight and import/export controls for both domestic and imported cosmetics. It has been amended several times including Circular No.34/2025/TT-BYT and will be superseded once the new Draft Decree on Management of Cosmetics enters into force.
