On June 23, 2026, Brazil's National Health Surveillance Agency issued Resolution No. 2.494/2026, ordering the seizure of three products that lack registration and are sold by unknown companies, covering both cosmetics and sanitizing products (saneantes), and fully prohibiting the sale, distribution, manufacture, advertising, and use of the relevant products. On the same day, ANVISA stated through a notice on its official website that the relevant products were found to be unregistered, manufactured by companies without authorization to operate, or misusing the registration information of other companies, in violation of Brazilian health surveillance regulations, and were therefore seized in accordance with the law. The seizure measures have been published in the Official Gazette of the Union.
Background
Under Brazil's current regulations, both cosmetics and sanitizing products fall within the scope of health surveillance and must be registered or notified with ANVISA before being placed on the market, and manufacturers must also obtain the corresponding authorization to operate. Products that are unregistered, manufactured by unqualified companies, or that misuse the registration information of others constitute serious violations, and ANVISA has the authority to seize them and prohibit their distribution.
Seized Products and Violations
Cosmetic-Hair Makeup for Root Touch-up
Violation: The product is not registered and is manufactured by a company without authorization to operate.
Action: ANVISA prohibits the consumption, sale (distribution), manufacture, and advertising of the product.
Cosmetic-Hair Care Product
Violation: The product has neither registration nor notification before and the company improperly misused the registration information in ANVISA.
Action: Prohibiting the sale, distribution, manufacture, advertising, and use.
Sanitizing Product -Alcohol
Violation: The registered holder of the relevant brand informed ANVISA that it was unaware of the manufacture of these batches, which are suspected to be unauthorized production.
Action: Prohibiting the sale, distribution, manufacture, advertising, and use.
