The Index of International Authoritative Cosmetic Safety Assessment Data objectively compiles information on cosmetic ingredients that are already used in China but not yet included in the Safety and Technical Standards for Cosmetics, and for which safety assessment reports have been published by the European Union’s Scientific Committee on Consumer Safety (SCCS) or the U.S. Cosmetic Ingredient Review (CIR). It serves as a reference for cosmetic safety assessments. Cosmetic registrants and notifiers may adopt, but are not limited to, the assessment conclusions published by the above-mentioned organizations when conducting safety assessments. They must fulfill their primary responsibility, analyze the relevant data, and ensure compliance with Chinese cosmetic regulations. In cases where different organizations provide inconsistent assessment conclusions, registrants and notifiers should scientifically and rationally adopt the conclusions based on data reliability and relevance. As science and technology advance and knowledge evolves, the types of ingredients assessed and the assessment conclusions may change. The most up-to-date assessment conclusions should be used. The Information on the Use of Ingredients in Marketed Products objectively records the usage amounts of ingredients that are: Already used in special cosmetics with valid registration certificates in China; Not included in the Safety and Technical Standards for Cosmetics; And not covered by authoritative safety assessment reports. No systematic safety evaluation of these ingredients has been organized. Cosmetic registrants and notifiers, when using such ingredient information, must comply with national laws, regulations, standards, and norms, conduct safety assessments, and bear responsibility for product quality and safety.
