To help industry stakeholders stay informed of the latest developments and gain insights into market trends, this report provides a systematic review and in-depth analysis of the new cosmetic ingredient filing information released by the National Medical Products Administration (NMPA) of China from January to June 2025. Focusing on the overall filing situation in the first half of 2025, the report highlights key statistics including the number of new ingredient filings, basic information about the filing enterprises, regional distribution of domestic and overseas filers, and ingredients that have been filed multiple times. The aim is to provide the industry with valuable data support and informative references.
I. Number of New Cosmetic Ingredient Filings in China (First Half of 2025)
According to data from the National Medical Products Administration (NMPA), a total of 80 new cosmetic ingredients were filed in the first half of 2025. As of now, the relevant technical specifications for these ingredients have not yet been disclosed, and none have entered the mandatory monitoring period. This figure is close to the total number of filings for the entire year of 2024, indicating a significant surge in filings during the first half of 2025. II. Overview of Enterprises Filing for New Cosmetic Ingredients
(I) Domestic and Overseas Distribution of Enterprises Filing for New Ingredients
As shown in Figure 1 below, among the 80 new cosmetic ingredients that obtained filing numbers in the first half of 2025, 69 were filed by China domestic enterprises, accounting for approximately 86.25%, while 11 were filed by overseas enterprises, accounting for approximately 13.75%. The number of domestic filers significantly exceeds that of overseas filers.

(II) Domestic Enterprises
Based on the analysis of new ingredient filing data, among the 80 new cosmetic ingredients that completed the filing process, 69 were filed by enterprises located in mainland China, involving a total of 54 companies. Among them, the enterprise with the highest number of filings is Yunnan Botanee Bio-Technology Group Co., Ltd., with 4 new ingredient filings, as shown in Table 2 below. This is followed by Shenzhen Readline Biotechnology Co., Ltd., Vicky Pharma R&D (Guangdong Hengqin) Co., Ltd., and Shenzhen Vicky Technology Co., Ltd., each with 3 new ingredient filings. Chengdu Kaijie Peptide Technology Co., Ltd., Guangzhou Qingnang Biotechnology Co., Ltd., Shenzhen Sunhi Innovative Technology Co., Ltd., Guangxi Hegui Group Co., Ltd., Shenzhen Hujia Technology Co., Ltd., and Bloomage Zikoo Biotechnology (Gansu) Co., Ltd. each filed 2 new ingredients. The remaining companies each filed 1 new ingredient.

(III) Overseas Enterprises
According to the analysis of new ingredient filing data, 11 new cosmetic ingredients were filed by enterprises located overseas, involving a total of 7 companies. Among them, the company with the highest number of filings is Intercos S.p.A., with 5 new ingredient filings, as shown in Table 3 below. Each of the remaining companies filed 1 new ingredient.

III. Distribution of Domestic Enterprises Filing for New Cosmetic Ingredients by Province
According to the analysis of new ingredient filing data, a total of 69 new cosmetic ingredients were filed by domestic enterprises in China, involving 54 companies across 17 provincial-level regions. These regions include Guangdong, Shanghai, Yunnan, Beijing, Shandong, Jilin, Sichuan, Zhejiang, Gansu, Guangxi, Henan, Hubei, Hunan, Jiangsu, Jiangxi, Liaoning, and Tibet.
As illustrated in Figure 2, among all provinces where domestic filers are located, Guangdong Province recorded the highest number of new ingredient filings, with a total of 27. This accounts for approximately 39.1% of all new ingredient filings by domestic enterprises in the first half of 2025.

IV. Distribution of Overseas Enterprises Filing for New Cosmetic Ingredients by Country
According to the analysis of new ingredient filing data, a total of 11 new cosmetic ingredients were filed by overseas enterprises, involving 7 companies from 6 countries, namely Italy, South Korea, France, the United States, Japan, and the United Kingdom.
As shown in Figure 3, among all overseas filers, Italian enterprises obtained the highest number of new ingredient filing approvals, with a total of 5 filings, accounting for approximately 45.5% of the total overseas new ingredient filings in the first half of 2025.

V. Frequently Filed New Cosmetic Ingredients
According to statistics, as shown in Table 4, among the 80 new cosmetic ingredients that have obtained filing numbers, the ingredients related to Tremella fuciformis (金耳) and Pyrroloquinoline Quinone Disodium Salt (吡咯并喹啉醌二钠盐)have each been filed six times at different times by different filing companies.
In addition, N-Acetylneuraminic Acid (N-乙酰神经氨酸) , Fucosyllactose(岩藻糖基乳糖), and Hydroxyphenylethanol (二羟基苯乙醇) have each been filed four times. Salidroside(红景天苷), Tripeptide-29(三肽-29), Palmitoyl Dipeptide-18(棕榈酰二肽-18), and Gentiana Scabra Root Extract (蓝玉簪龙胆)have each been filed twice.
