Detailed information is provided in the table below. At present, the associated technical specifications have not been made public, and the ingredient has not yet entered the post-filing monitoring period. As of now in 2026, a total of 63 new cosmetic ingredients have been filed.

Interpretation of Information on New Cosmetic Ingredient
According to available information, Acer truncatum seed oil is a woody plant oil processed from the seeds of the Acer truncatum tree, a species native to China named for its winged fruits that resemble ancient gold ingots. Acer truncatum seed oil was approved as a new food resource by the Chinese Ministry of Health on March 22, 2011. This oil is rich in unsaturated fatty acids and contains a unique fatty acid component, nervonic acid, which is a long-chain fatty acid crucial for the development and repair of the brain's nervous system.
Horse oil ethyl ester is a novel fatty acid ethyl ester mixture derived from natural horse fat (from the abdominal and dorsal fat tissues of horses) in Xinjiang Yili. It is prepared through processes such as low-temperature rendering, ethyl esterification modification, and molecular distillation purification, making it a natural oil derivative. Due to its fine texture, strong lipophilicity, and ability to blend well with other ingredients without forming insolubles, horse oil ethyl ester provides high-quality raw material for the cosmetics industry.
Cyclocarya paliurus, also known as the sweet tea tree, is a deciduous tree species in the Juglandaceae family. It is primarily found in southern Shandong, Anhui, Jiangsu, Zhejiang, Jiangxi, Fujian, Taiwan, Hubei, Hunan, Sichuan, Guizhou, Guangxi, Guangdong, and southeastern Yunnan in China. Research indicates that the bark, leaves, and roots of Cyclocarya paliurus possess insecticidal, anti-itch, anti-inflammatory, analgesic, and wind-dispelling properties.
Enterococcus faecalis is a Gram-positive, hydrogen peroxide-negative coccus that is a facultative anaerobic lactic acid bacterium commonly found in the intestines of humans and animals.
Kavain is primarily derived from the kava plant (Piper methysticum) of the pepper family. The main active components of kava are found in its lipid-soluble resin, which contains α-pyrone derivatives known as kavalactones. Kavain, the primary active ingredient among kavalactones, can modulate neural receptors and neurotransmitter release, offering multiple benefits such as sedation, anti-inflammation, antibacterial, and analgesic effects.
Ceramides, also known as sphingolipids, are a class of phospholipids with ceramide as their backbone. Phospholipids are key components of cell membranes, and ceramides constitute 40-50% of the lipids in the stratum corneum. Ceramides are the most important and abundant component of the intercellular lipids in the stratum corneum, with a strong ability to associate with water molecules.
Ceramides naturally exist in the skin. As a typical natural lipid, the structure and polarity of ceramides are very similar to the proteins in the skin's stratum corneum and hair fibers, making them easily absorbed by the skin and hair while promoting the penetration of other nutrients. Ceramides are often combined with linoleic acid, hyaluronic acid, and vitamins in conditioning cosmetics, suitable for addressing rough, dry, and flaky skin with impaired barrier function. The specific benefits of ceramides for the skin include reducing water loss, repairing the skin barrier, and providing antioxidant and anti-aging effects.
Chimonanthus salicifolius, also known as willow-leaf wintersweet, is a semi-evergreen shrub in the Calycanthaceae family, distributed in Xiushui and Guangfeng in Jiangxi, China, and cultivated in Zhejiang. The willow-leaf wintersweet has a long flowering period and a delicate fragrance, making it an excellent ornamental plant for gardens. Medicinally, it is used to treat colds, greasy food accumulation, chest and abdominal distension, stomach pain, and heatstroke. Chimonanthus salicifolius is listed as Near Threatened (NT) in the IUCN Red List of Threatened Species.
