In April 2026, China's National Medical Products Administration (NMPA), the Guangdong Provincial Medical Products Administration, and the Sichuan Provincial Medical Products Administration successively issued announcements on cosmetic supervision and sampling inspection. A total of 103 batches of cosmetics were found non-compliant, and 47 batches were detected with prohibited ingredients. NMPA Cosmetic Supervision and Sampling Inspection Data
According to NMPA Cosmetic Sampling Inspection Announcements No. 9 and No. 13 of 2026, a total of 76 batches of non-compliant cosmetics were announced.
As shown in Figure 1 below, the non-compliant cosmetics include: 35 batches of sunscreen products, 14 batches of shampoo products, 11 batches of hair dye products, 8 batches of body wash/liquid, 3 batches of facial masks, 2 batches of toothpaste, 2 batches of tone-up cream, and 1 batch of foot bath powder.
As shown in Figure 2 below, the non-compliance items include: sunscreen ingredient composition discrepancy (34 batches), microbiological indicators not meeting requirements (15 batches), hair dye ingredient composition discrepancy (13 batches), preservative content exceeding limits (13 batches), and pH value not meeting requirements (1 batch).
According to NMPA Cosmetic Sampling Inspection Announcements No. 10 and No. 14 of 2026, a total of 47 batches of cosmetics were announced as containing prohibited ingredients.
During the 2025 national cosmetic sampling and inspection work, upon testing by the Chongqing Academy of Food and Drug Inspection and Testing, the Inner Mongolia Autonomous Region Academy of Drug Control, and other testing institutions, a total of 47 batches of cosmetics were found non-compliant, with prohibited ingredients as specified in the Safety and Technical Standards for Cosmetics (2015 Edition).
The prohibited ingredients detected include: hydroxymethylpentylcyclohexenecarboxaldehyde (HMPCC), betamethasone, clobetasol acetate, fluocinolone acetonide, benzene, dichloromethane, triamcinolone diacetate, triamcinolone acetonide, betamethasone acetate, betamethasone valerate, lincomycin, clindamycin, 1,2-dichloroethane, mercury, metronidazole, chloramphenicol, triclosan, and phenacetin, etc.

Guangdong Provincial Medical Products Administration Announcement on Cosmetic Sampling and Inspection Information (2026 Issue No. 2)
On April 2, 2026, the Guangdong Provincial Medical Products Administration issued the 2026 Issue No. 2 Guangdong Provincial Cosmetic Sampling and Inspection Information. Among the 702 batches of sampled cosmetics, 11 batches were found non-compliant. The non-compliant products include 4 batches of essence/serum products, 2 batches of toothpaste, and 1 batch each of hair dye, facial cleanser, skin care product, shampoo, and body wash. The non-compliance items were primarily related to total colony count.
Sichuan Provincial Medical Products Administration Announcement on Non-Compliant Cosmetics Identified Through Supervision and Sampling Inspection (2026 No. 5)
On April 16, 2026, the Sichuan Provincial Medical Products Administration announced 16 batches of non-compliant cosmetics. Sunscreen and facial mask products accounted for approximately 70% of the non-compliant items. The non-compliance items were primarily related to excessive lead content, sunscreen ingredient composition discrepancy, and microbiological indicators not meeting requirements.

The national and provincial cosmetic sampling inspection results for April 2026 indicate that non-compliance issues are prevalent across popular product categories including sunscreen, hair dye, hair and body care, and skin care products. Compliance risks related to the addition of prohibited ingredients, failure to meet microbiological standards, and ingredient composition discrepancies are particularly prominent.
