On May 21, 2026, the Royal Thai Government Gazette published a notification signed by the Deputy Minister of Public Health, pursuant to Sections 8, 33, 35, 36, and 38 of the Hazardous Substances Act B.E. 2565 (2022), amending the list of hazardous substances to include Piperonal as a restricted substance in cosmetics.
The notification stipulates that, effective from the date of publication, cosmetic products containing Piperonal as a fragrance or flavoring agent shall comply with the following conditions of use:
Maximum Concentration: The maximum permitted concentration in cosmetic products is 1% (w/w).
Conditions of Use:
- The concentration of piperonal in raw materials shall not exceed 10%;
- Raw materials containing piperonal shall be restricted to use as fragrances or for skin care purposes only.

Regulatory Background
The Cosmetic Review Committee of the Thai Ministry of Public Health, based on scientific assessment, determined that the use of Piperonal in cosmetics requires regulatory management to protect consumer health and safety. In accordance with the provisions regarding restricted substances under the Cosmetic Act B.E. 2561 (2018), the Committee has included Piperonal in the restricted substance list and established specific concentration limits and conditions of use.
Effective Date
The notification was published in the Royal Thai Government Gazette on May 21, 2026 (Volume 143, Special Section 128 G), and takes effect from the date of publication in accordance with the Hazardous Substances Act.

Piperonal is widely used as a fragrance ingredient in perfumes, soaps, and other cosmetic products. With Thailand's new restriction limiting its maximum concentration to 1% (w/w) in cosmetics and prohibiting its use in products with significant skin contact or dermal absorption potential, enterprises manufacturing or exporting cosmetic products containing Piperonal to Thailand should review their formulations to ensure compliance with the new requirements. We recommend checking product notification status through the Thai FDA's online system and verifying that Piperonal concentrations in relevant products do not exceed the permitted 1% threshold.
