China Safety and Technical Standards for Cosmetics(STSC) is a technical regulation for the cosmetics industry in China, compiled and issued by the National Medical Products Administration (NMPA).
STSC was first introduced in 2007 and has undergone several revisions, with the latest version released in December 2015 and officially implemented on December 1, 2016. This standard serves as the core technical guideline for the cosmetics industry in China, providing direction for the production, registration, filing, and safety assessment of cosmetics.
The STSC covers the safety requirements and technical specifications for cosmetics, including usage requirements for cosmetic ingredients, lists of prohibited and restricted substances, and regulations governing functional ingredients such as preservatives, UV filters, and colorants. It also addresses microbiological and physicochemical standards, as well as toxicological testing methods for cosmetics. In addition, it includes testing methods and evaluation criteria to ensure the safety and quality of cosmetic products.
