Lists of Prohibited and Restricted Cosmetic Ingredients in Taiwan

There are five regulatory documents issued by the Taiwan Food and Drug Administration (TFDA), under the Ministry of Health and Welfare, that list the prohibited and restricted ingredients used in cosmetic products in Taiwan.

List of Ingredients Prohibited in Cosmetic Products

This list specifies the ingredients prohibited for use in cosmetics in Taiwan. Periodically updated, the recent revision, comprising a total of 659 provisions or amendments, was released on March 21, 2024, and became effective on January 1, 2025 (except for the amendments regarding "cells, tissues, or products of human origin," which took effect on March 21, 2024).

 

List of Ingredients Restricted in Cosmetic Products 

This list specifies the ingredients restricted for use in cosmetics in Taiwan, including their product type/permitted usage scope, maximum allowable concentrations, restrictions and precautions. Periodically updated, the recent revision, comprising a total of 186 ingredients, was released on May 30, 2024, and became effective on July 1, 2024.

 

List of Colorants in Cosmetic Products

This list specifies the colorants used in cosmetics in Taiwan, including their permitted usage scope and restrictions. Periodically updated, the recent revision, comprising a total of 152 colorants for use in cosmetics, was released on September 29, 2020, and became effective as of July 1, 2021. 

The List of Colorants in Cosmetic Products in Taiwan includes four categories of colorants:

üCategory 1: Colorants allowed in all cosmetic products

üCategory 2: Colorants allowed in all cosmetic products except those intended to be applied in the vicinity of the eyes.

üCategory 3: Colorants allowed exclusively in cosmetic products intended not to come into contact with the mucous membrances.

üCategory 4: Colorants allowed exclusively in cosmetic products intended to come into contact only briefly with the skin.

 

List of Preservatives in Cosmetic Products 

This list specifies the preservatives for use in cosmetics in Taiwan, including their product type/permitted usage scope, maximum allowable concentrations, and precautions. Periodically updated, the recent revision, comprising a total of 57 preservatives for use in cosmetics, was released on December 5, 2019 with and has been effective as of July 1, 2020.

 

List of UV Filters in Cosmetic Products

This list specifies the UV filters for use in cosmetics in Taiwan, including their product type/permitted usage scope, maximum allowable concentrations, and precautions. Periodically updated, the recent revision, comprising a total of 27 UV filters for use in cosmetics, was released on May 30, 2024, and has been effective as of July 1, 2024.
