This ingredient usage information is an objective compilation of substances that have been used in registered and filed cosmetic products in China but are not yet included in the Safety and Technical Standards for Cosmetics (STSC). This inventory includes 999 ingredients in total as well as the details such as the ingredient's sequence number in the Inventory of Existing Cosmetic Ingredients in China (IECIC 2021), their Chinese name, INCI name/English name, site of application, method of use, and usage concentration (%).
For the same ingredient applied to the same site of action, if usage data is only available for leave-on products, it may be used as a reference for rinse-off products. For the same ingredient with the same method of application, the usage concentration may be referenced in the following order of application sites: whole body, torso, face (including neck), hands and feet, head, hair, lips, eyes, and nails (fingers/toes). Subsequent sites may refer to the usage concentration of preceding sites. However, if the site of action is the eyes and the reference usage concentration is derived from other sites, an additional eye irritation assessment is required. Specifically:
- The usage concentration for lips and eyes must not be referenced from that for hands and feet, head, or hair.
- For body hair, only the usage concentration for whole body or torso may be referenced.
- If the site of action includes both head and hair, the usage concentration for head may be referenced.
- If the site of action includes face (including neck), eyes and/or lips, the usage concentration for face (including neck) may be referenced. If eyes are included, an additional eye irritation assessment is required.
- For ingredients used in products applied to multiple sites simultaneously, the usage concentration of the higher-level site with the same application method should be selected as reference.
