The Japanese Pharmaceutical and Medical Devices Law (PMDL), which is the law that regulates cosmetic products and quasi-drugs in Japan, requires that the complete list of ingredients is labeled in Japanese in the outer packaging of the product. For that purpose, the Japan Cosmetic Industry Association (JCIA) has a public database-the List of Japanese Cosmetic Labeling Names, as they should be used to comply with the provisions of the PMDL.

This list primarily includes the names of cosmetic ingredients and their standardized labeling formats. It is similar to the International Nomenclature of Cosmetic Ingredients (INCI) but has been localized for the Japanese market. Specifically, this list covers a wide range of commonly used cosmetic ingredients, including chemical compounds, plant extracts, minerals, and other functional components, providing a unified standard for ingredient labeling on cosmetic products. Until now, new cosmetic ingredient names have been added to this database, which now gathers 15,068 entries.
