The Korean Cosmetic Ingredient Dictionary (KCID) is the official cosmetic ingredient nomenclature list managed under the Cosmetic Act and related regulations in the Republic of Korea. All ingredients used in cosmetics must use the standardized name listed in the KCID. If a certain ingredient is not listed, it must undergo a separate registration process for a new standardized ingredient name.
The KCID includes the following key information for each ingredient:
- Standardized Korean name
- English name (INCI)
- Source and definition (e.g., plant-derived, animal-derived, mineral-derived, synthetic, etc.)
- Intended use in formulation (e.g., moisturizer, antioxidant, emulsifier, etc.)
The KCID does not provide information on the specific application sites (e.g., eye-area only, body only), nor does it specify usage restrictions within the list itself.
Usage restrictions must be confirmed separately by referring to the "List of Prohibited and Restricted Ingredients" under the Regulation on the Safety Standards, etc. of Cosmetics.
Regulatory Implications of the Korean Cosmetic Ingredient Dictionary (KCID)
When importing or distributing cosmetic products, the ingredient list must use the standardized Korean names registered in the KCID. It is strongly recommended that cosmetic companies thoroughly review their product formulations and ensure that all ingredients are accurately listed using the official KCID-registered names prior to importation or market release. If a non-registered ingredient is used, a separate application for registration and review of a standardized name is required. Failure to use KCID-registered names, or discrepancies in ingredient names, may result in customs clearance delays, administrative penalties, or restrictions on product sales.
