Analysis Report on the Filing Status of New Cosmetic Ingredients in China-June 2026

To help all industry stakeholders keep abreast of the latest developments and gain insight into market trends of new cosmetic ingredients, CIRS Group has systematically compiled and in-depth analyzed the June 2026 new cosmetic ingredient filing information published by the National Medical Products Administration (NMPA). The following report mainly covers the number of new ingredient filings during the month, the basic profile and regional distribution of the notifiers, ingredients filed multiple times, and ingredient interpretation, striving to provide the industry with valuable data support and information.

I. Number of New Cosmetic Ingredient Filings in China in June 2026

According to queries of the National Medical Products Administration (NMPA), a total of 23 new cosmetic ingredients completed filing in June 2026. The relevant technical requirements have not yet been disclosed, and none has entered the monitoring period. Details are shown in Table 1 below. Compared with the same period last year (14 filings in June 2025), the filing volume increased by approximately 64% year-on-year. As of the end of June 2026, a cumulative total of 116 new cosmetic ingredients had been filed in 2026, and the pace of filing continues to accelerate.

II. Overview of Enterprises Filing for New Cosmetic Ingredients

(I) Domestic and Overseas Distribution of Enterprises Filing for New Ingredients

As shown in Figure 1, among the 23 new cosmetic ingredients that obtained filing numbers in June 2026, the notifiers of 17 ingredients are located in mainland China, accounting for about 73.9%; the notifiers of 6 ingredients are located overseas, accounting for about 26.1%. The number of domestic notifiers far exceeds that of overseas notifiers.

(II) Domestic Enterprises

According to the analysis of the filing data, the 17 filed new cosmetic ingredients were filed by 15 domestic companies. Among them, Shenzhen Tianqiming Technology Co., Ltd. and Jinhua Jiuwei New Materials Co., Ltd. each filed 2 new ingredients; the remaining 13 companies each filed 1.

(III) Enterprise Outside Chinese Mainland

According to the analysis of the filing data, the notifiers of 6 new cosmetic ingredients are located in overseas countries and regions, involving a total of 5 overseas companies. Among them, Intercos S.p.A. obtained the largest number of filing numbers, with 2 new ingredient filings; each of the remaining companies obtained 1.

III. Distribution of Enterprises Filing for New Cosmetic Ingredients by Province/Region

(I) Domestic Enterprises

According to the analysis, 17 new ingredients were filed by companies in mainland China, involving 15 companies distributed across 7 provinces and regions, namely Guangdong, Zhejiang, Jiangsu, Shanghai, Yunnan, Shaanxi and Fujian. As shown in Figure 2, among all the provinces where domestic notifiers are located, Guangdong Province obtained the largest number of new ingredient filing numbers, totaling 5, accounting for about 29.4% of the total new ingredient filings by domestic notifier companies in June 2026.

(II) Enterprise Outside Chinese Mainland

As shown in Figure 3, 6 new ingredients were filed by overseas companies, and the 5 overseas notifiers involved are from the United States, Italy, Singapore and Taiwan, China. Among them, companies from the United States and Italy each obtained 2 filing numbers, while companies from each of the other two countries/regions obtained 1.

Note: In this report, "overseas" is understood in accordance with the interpretation of "overseas" in the National Security Law of the People's Republic of China, i.e., overseas refers to regions outside the territory of the People's Republic of China, or regions within the territory over which the government of the People's Republic of China has not yet exercised administrative jurisdiction. Geographically, the Taiwan region is part of China's territory; however, as the government of the People's Republic of China has not yet exercised jurisdiction over it, it is referred to as overseas.

IV. Frequently Filed New Cosmetic Ingredients

According to statistics, as shown in Table 2, of the 23 new ingredients that obtained filing numbers mentioned above, 6 ingredients had previous filing records.

V. Interpretation of Selected Ingredients

According to available information, Rosa chinensis (Chinese rose) is an evergreen or semi-evergreen low shrub of the genus Rosa in the family Rosaceae. The medicinal value of Rosa chinensis was first recorded in Li Shizhen's Compendium of Materia Medica (Bencao Gangmu), which notes its effects of "invigorating blood circulation, reducing swelling, and drawing out toxins." Rosa chinensis can be used to extract fragrance, and its roots, leaves and flowers are all used medicinally. Traditional Chinese Medicine (TCM) holds that Rosa chinensis is sweet in taste and warm in nature, enters the Liver meridian, and has the effects of invigorating blood circulation, regulating menstruation, reducing swelling and detoxifying. Owing to its marked effects in removing blood stasis, promoting qi circulation and relieving pain, it is commonly used to treat menstrual irregularities and dysmenorrhea.

Fagopyrum tataricum (Tartary buckwheat) is an annual herbaceous plant mainly distributed in mountainous and plateau regions of Asia, Europe and the Americas. Studies show that Tartary buckwheat is rich in rutin and other polyphenolic compounds and exhibits antioxidant, antitumor, antihypertensive, hypoglycemic and hypolipidemic activities, making it an important crop with abundant medicinal and nutritional value.

Penthorum chinense is a perennial herb of the genus Penthorum in the family Saxifragaceae, mainly distributed in Northeast, North, South and Southwest China. It has the effects of promoting diuresis to remove dampness and removing blood stasis to relieve pain, and is used for jaundice, edema, traumatic injuries, and swelling and pain.

Dendrobium devonianum is an epiphytic herb of the genus Dendrobium in the family Orchidaceae. In China it is distributed in Guangxi, Yunnan, Guizhou and southeastern Tibet; it is also found in Thailand, Laos and Vietnam. It is a nationally protected wild plant (Class II) and is listed as Endangered (EN) on the IUCN Red List of Threatened Species. According to the Catalogue of Yunnan Chinese Medicinal Resources and the Yunnan Chinese Materia Medica, Dendrobium devonianum possesses medicinal value. TCM holds that it clears heat and nourishes yin, and generates fluids to benefit the stomach; it is mainly used to treat damage to fluids by febrile disease, post-illness deficient heat, dry mouth and thirst, and yin injury causing dim vision, and is an important medicinal plant resource in China.

Naematelia sinensis (golden tremella) is a rare, endemic medicinal and edible fungus of the Himalaya and Hengduan Mountains in China, belonging to the genus Naematelia. Its fruiting body is rich in golden-tremella polysaccharides (β-glucans), amino acids, minerals and a variety of active components.

Golden-tremella polysaccharide is the signature core active substance of golden tremella and underpins its rare, premium efficacy profile of "bird's nest among fungi." Traditional fruiting-body extraction is constrained by raw-material yield, season and origin. Phallus impudicus is a fungus of the genus Phallus in the family Phallaceae, mainly distributed in Guizhou, Sichuan, Yunnan, Anhui and Guangdong in China, with large-scale artificial cultivation in Bijie, Guizhou. Phallus impudicus is a rare edible mushroom: its fruiting body is white, does not turn mushy after prolonged cooking, has a delicious flavor, and a crisp, tender and refreshing texture; it is rich in nutrients and serves as an excellent nourishing food. Studies indicate that the stipe of Phallus impudicus can be used medicinally — sweet, bland and warm in nature, with the effects of invigorating blood circulation to relieve pain and dispelling wind to remove dampness.
