On July 27, 2026, the Brazilian National Health Surveillance Agency (ANVISA) issued a notice announcing that all batches of the three cosmetic products have been prohibited from commercialization. CIRS Group has compiled and summarized the key information for reference.
I. Regulatory Background
Brazil ANVISA is responsible for the health regulation of cosmetics and sanitizing products in Brazil. Under Brazilian regulations, relevant products must complete registration or notification with ANVISA before being placed on the market. This prohibition is an enforcement measure taken by ANVISA against non-compliant products that have not obtained registration/notification, aimed at safeguarding consumer health and safety.
II. List of Prohibited Products and Enforcement Measures
A total of three products have been prohibited from commercialization. Among them, one product has relevant batches subject to recall, while batches of the other two products are subject to seizure by the regulatory authorities. Details are as follows:
- hair care product -hair relaxing/straightening cream: relevant batches subject to recall
- hair care product-hair fiber/hair building fiber product: relevant batches subject to seizure by the health surveillance authority
- sanitizing product-mold remover/anti-mold product: relevant batches subject to seizure by the health surveillance authority

This ANVISA prohibition event once again reminds relevant companies: before placing cosmetics or sanitizing products on the Brazilian market, they must complete ANVISA registration or notification in accordance with the law, and ensure that product labels, efficacy claims, and other aspects comply with Brazilian regulatory requirements. Otherwise, products may face the risk of being prohibited from sale, subject to mandatory recall, or seizure.
Companies operating in the Brazilian market, as well as importers and distributors, are advised to:
- verify the ANVISA registration/notification status of the products they handle to ensure valid qualifications;
- continuously monitor ANVISA's enforcement updates and non-compliant product notifications;
- establish comprehensive product compliance and post-market surveillance systems (e.g., cosmetic adverse reaction monitoring mechanisms).
