On October 29, 2026, a new cosmetic ingredient - MCE has been approved by the China National Medical Products Administration (NMPA). It is the No. 001 registered new cosmetic ingredient of 2026, and also the first UV Filter approved since the implementation of the Cosmetic Supervision and Administration Regulation (CSAR). CIRS Group has compiled and summarized the relevant information on this ingredient for reference.
Basic Information of the Ingredient
The INCI name of this ingredient is METHOXYPROPYLAMINO CYCLOHEXENYLIDENE ETHOXYETHYLCYANOACETATE (MCE) with the CAS No. 1419401-88-9. It is a synthetic chemical raw material.
On October 20, 2025, the China National Institutes for Drug Control (NIDC) released the List of New Cosmetic Ingredients under Innovation Guidance, and MCE was included in the list, with an intended use of UV filter.
Global Regulation
The Global Cosmetic Ingredient Regulatory Database-Global CosIng, independently developed by CIRS Group indicates that, in the EU, MCE is included as entry 32 in the list of UV filters allowed in cosmetic products in Annex VI of the EU Cosmetics Regulation (EC) No 1223/2009. The maximum allowed concentration of the ingredient is 3%.
