The List of Ingredients Prohibited in Cosmetic Products is included in the Chapter 2 of China Safety and Technical Standards for Cosmetics (STSC). In order to further strengthen the management of cosmetic ingredients and ensure the quality and safety of cosmetics, in accordance with the relevant provisions of the the Cosmetics Supervision and Administration Regulations, the National Medical Products Administration (NMPA) has organized a revision of the STSC (2015 Edition). As a result, the List of Prohibited Cosmetic Ingredients and the List of Prohibited Plant (Animal) Ingredients in Cosmetics have been formulated. These revisions were reviewed and approved by the Cosmetics Standards Expert Committee at its plenary meeting and were officially released and implemented on May 28, 2021.

The latest revision of the List of Ingredients Prohibited in Cosmetic Products includes 1,284 ingredients that are prohibited for use in cosmetics, with both Chinese and English names provided. The List of Ingredients Prohibited in Plant (Animal) in Cosmetic Products includes 109 plant- and animal-derived ingredients that are prohibited from use in cosmetics, also with both Chinese and English names provided.
