On April 15, 2026, the National Institutes for Food and Drug Control (NIFDC) published the following six technical guidelines:
- Technical Guideline for the Study of Hair Dye Cosmetics (Trial);
- Technical Guideline for the Study of Quality Control Requirements for Hair Dye Cosmetics (Trial);
- Technical Guideline for the Study of Perm Cosmetics (Trial);
- Technical Guideline for the Study of Quality Control Requirements for Perm Cosmetics (Trial);
- Technical Guideline for the Study of Sunscreen Cosmetics (Trial);
- Technical Guideline for the Study of Quality Control Requirements for Sunscreen Cosmetics (Trial).
Under the Cosmetic Supervision and Administration Regulation (CSAR, hereinafter the "Regulation"), cosmetics intended for hair dyeing, perming, and sun protection are classified as special cosmetics and are subject to registration management. The Regulation, which took effect in 2021, imposes higher requirements on the quality, safety, and supervision of these three categories of cosmetics. The promulgation and implementation of the above technical guidelines provide normative technical basis for the study and quality control of hair dye, perm, and sunscreen cosmetics.
The key content of the above six technical guidelines are summarized below for reference.
Technical Guideline for the Study of Hair Dye Cosmetics (Trial)
In accordance with the interpretative notes and claim guidance in the Cosmetics Classification Rules and Classification Catalogue (hereinafter the "Classification Catalogue"), hair dye cosmetics as defined in this guideline refer to cosmetics intended to change hair color, where the original hair color cannot be restored by washing after application. This guideline applies to the study of hair dye cosmetics.
Technical Guideline for the Study of Quality Control Requirements for Hair Dye Cosmetics (Trial)
This guideline applies to the study of quality control requirements for hair dye cosmetics. The product quality control requirements referred to in this document correspond to the "microbiological and physicochemical indicators and their quality control measures" within the product standards set forth in the registration dossier, specifically including test items, specifications, quality management measures, and brief descriptions.
Technical Guideline for the Study of Perm Cosmetics (Trial)
In accordance with the interpretative notes and claim guidance in the Classification Catalogue, perm cosmetics as defined in this guideline refer to cosmetics intended to change the curvature of hair (curling or straightening) and maintain a relatively stable form. Products that restore the original hair shape upon washing are not classified under this category. This guideline applies to the study of perm cosmetics.
Technical Guideline for the Study of Quality Control Requirements for Perm Cosmetics (Trial)
This guideline applies to the study of quality control requirements for perm cosmetics. The product quality control requirements referred to in this guideline correspond to the "microbiological and physicochemical indicators and their quality management measures" within the product standards set forth in the registration dossier, specifically including test items, specifications, quality management measures, and brief descriptions.
Technical Guideline for the Study of Sunscreen Cosmetics (Trial)
In accordance with the interpretative notes and claim guidance in the Classification Catalogue, sunscreen cosmetics as defined in this guideline refer to cosmetics intended to protect the skin and lips from damage caused by specific ultraviolet (UV) radiation. This guideline applies to the study of sunscreen cosmetics.

This guideline applies to the study of quality control requirements for sunscreen cosmetics. The product quality control requirements referred to in this guideline correspond to the "microbiological and physicochemical indicators and their quality control measures" within the product standards set forth in the registration dossier, specifically including test items, specifications, quality management measures, and brief descriptions.
