Cosmetic Supervision and Sampling Inspection Data and Information Sharing – September 2025

In September 2025, the provincial Medical Products Administrations (MPAs) of Gansu, Zhejiang, and Hubei successively issued public notices. A total of seven batches of products were found to be non-compliant with regulations, and three cosmetic enterprises were found to have serious deficiencies in their production quality management systems.

Gansu Provincial Medical Products Administration 2025 Cosmetic Sampling Inspection Quality Announcement (Issue No. 2)

On September 5, 2025, the Gansu Provincial Medical Products Administration issued a cosmetic sampling inspection quality announcement. According to the 2025 Cosmetic Sampling Inspection Plan of Gansu Province, six batches of non-compliant cosmetics were detected in this round of inspection, including two batches of sunscreen lotion, three batches of shampoo, and one batch of hair conditioner. The non-compliant items include: Methylene bis-benzotriazolyl tetramethylbutylphenol / Ethylhexyl triazone, Total aerobic microbial count, and Total mold and yeast count.

Announcement of the Zhejiang Provincial Medical Products Administration on the Supervision and Inspection of Cosmetics (Issue No. 1, 2025)

On September 22, 2025, the Zhejiang Provincial Medical Products Administration issued that, in order to further standardize the quality management of cosmetic production and effectively safeguard public safety in cosmetic use, the Administration organized supervision and inspection of 20 cosmetic registrants, notifiers, and entrusted manufacturing enterprises within the province, based on the 2025 annual work plan.

As a result of the inspection, three enterprises were found to have serious deficiencies in their production quality management systems. Among them, two enterprises have completed rectification, and the cases have been closed. The remaining enterprise has also closed the case, and the enterprise has applied for cancellation of its registrant/notifier account.

Hubei Province Cosmetic Quality Announcement (Issue No. 2, 2025)

On September 24, 2025, the Hubei Provincial Medical Products Administration issued that, in accordance with the 2025 Hubei Province Cosmetic Sampling and Testing Plan, cosmetic regulatory authorities at all administrative levels across the province conducted sampling inspections targeting cosmetic manufacturers, wholesale markets, large-scale cosmetic retail outlets, and beauty and hairdressing institutions.

One batch of sunscreen lotion was found to be non-compliant. The non-compliance was due to ingredient verification. The following issues were identified:

  • The sunscreen agents listed on the product label were not detected: 4-Methylbenzylidene Camphor, Butyl Methoxydibenzoylmethane, Ethylhexyl Methoxycinnamate, and Octocrylene.
  • The sunscreen agents specified in the technical requirements of the product's registration documents were also not detected: Bis-Ethylhexyloxyphenol Methoxyphenyl Triazine, Diethylamino Hydroxybenzoyl Hexyl Benzoate, Ethylhexyl Methoxycinnamate, Octocrylene, and Phenylbenzimidazole Sulfonic Acid.

Taiyuan Municipal Market Supervision Administration Completes Annual Sampling of 155 Batches of Cosmetics Across 12 Categories

Recently, the Shanxi Provincial Medical Products Administration announced that, in order to strengthen the supervision of cosmetic quality and safety, promptly identify potential risks, and ensure public safety in cosmetic use, the Taiyuan Municipal Market Supervision Administration has proactively implemented the work plan of the provincial authority. As a result, it successfully completed the annual supervisory sampling task, covering 12 categories and 155 batches of cosmetics, one month ahead of schedule.

During the sampling process, the municipal administration identified key sampling areas and locations based on issues and risks discovered through routine supervision, special rectification campaigns, and adverse reaction monitoring. Particular attention was given to high-risk areas such as urban-rural fringe zones, small supermarkets, and beauty salons – sites where regulatory risks are more likely to occur. The sampling focused on high-risk and high-public-concern cosmetic products.

In addition, the sampling and monitoring efforts were closely integrated with routine supervision and inspection. Any violations discovered during the sampling process were promptly referred to relevant law enforcement departments for investigation and handling. Jinan Municipal Market Supervision Administration Carries Out Pre-Holiday Cosmetic Supervision and Sampling

On September 23, 2025, the Jinan Municipal Market Supervision Administration announced the launch of a pre-holiday supervisory sampling campaign for cosmetics. The initiative aims to reinforce enterprises’ primary responsibility for cosmetic quality and safety, raise awareness of quality control, and ensure the safety of cosmetic use for consumers during the holiday season.

This round of sampling focused on commonly available cosmetic products on the market. Key sampling locations included shopping malls, supermarkets, online stores, beauty and hair salons, and hotels. The campaign combined product sampling with on-site inspections at these high-traffic and high-risk venues.

Consumers are advised to purchase cosmetics through official and reputable channels, such as large chain supermarkets and official brand websites. For children’s cosmetics, consumers should look for the “Little Golden Shield” logo, which indicates compliance with safety standards. Additionally, consumers are encouraged to use the "Cosmetics Supervision" mobile app to verify product registration and filing information, ensuring the quality and authenticity of the products they purchase. Linxia Prefecture in Gansu Province Conducts Cross-Inspection to Ensure Cosmetic Quality and Safety

Recently, the Linxia Prefecture Market Supervision Administration in Gansu Province organized a cross-supervision inspection targeting 130 cosmetic business entities across the prefecture, with the aim of effectively safeguarding public safety in cosmetic use. The inspection teams focused on key sectors such as wholesale enterprises, maternal and infant product stores, online cosmetic vendors, and lifestyle beauty establishments. Special attention was given to cosmetics sold and used in rural markets and urban-rural fringe areas.

The inspection covered the following aspects:

  • Verification of documentation such as cosmetic production licenses, registration certificates for special cosmetics, and filing certificates for general cosmetics;
  • Examination of whether the cosmetics in use or for sale had product quality inspection reports or conformity marks;
  • Assessment of whether packaging and labeling complied with legal requirements;
  • Investigation into whether beauty and hair salons were providing consumers with products of unknown origin, self-formulated or repackaged cleansing and care products, or products with tampered production or expiry dates.
