Detailed information is provided in the table below. At present, the associated technical specifications have not been made public, and the ingredient has not yet entered the post-filing monitoring period. As of now, a total of 123 new cosmetic ingredients have been successfully filed in 2025.

Interpretation of Selected New Cosmetic Ingredients
According to research, Elaeagnus angustifolia L. is native to Western Asia and is now mainly distributed in Northwest China, northern North China, and western Northeast China. It is also found in Arab countries.
Elaeagnus angustifolia has high medicinal and edible value. The fruit is sour, slightly sweet, and cool in nature; the bark is sour, slightly bitter, and cool; the stems and roots contain alkaloids; the leaves and dried branches also contain catechin and epicatechin. The fruit has the effect of strengthening the spleen and stopping diarrhea, and is used for indigestion and related symptoms; the bark has the functions of clearing heat, cooling the blood, astringing, and relieving pain, and is used for chronic bronchitis, stomach pain, enteritis, and leucorrhea, and externally for treating burns and stopping bleeding.
When the stems and branches of the Elaeagnus angustifolia tree are injured, they exude a transparent brownish gum, which, after drying, forms Elaeagnus angustifolia gum – a high-quality natural resource. In Xinjiang folk tradition, Elaeagnus angustifolia gum has long been used for hair care. Its recent successful registration marks the official entry of this traditional resource into the field of modern cosmetic ingredients.
Isosorbide dicaprylate (CAS No. 64896-70-4), with the molecular formula C22H38O6, is a compound formed through the esterification of isosorbide (a derivative of naturally occurring sugar alcohol sorbitol) and caprylic acid. The ester bonds and hydroxyl groups in its molecular structure give it excellent polarity and skin affinity, allowing it to mimic natural sebum. It forms a breathable protective film on the skin surface, effectively locking in moisture and reducing water loss while avoiding pore blockage, thereby providing long-lasting hydration.
