To help stakeholders stay informed of the latest developments and gain insights into market trends, this article provides a systematic review and in-depth analysis of the cosmetic ingredient filings published by China’s National Medical Products Administration (NMPA) in September 2025. The report mainly covers the number of new ingredient filings during the month, basic information about the filing enterprises, the regional distribution of domestic filers, ingredients that have been filed multiple times, and interpretations of selected ingredients. It aims to offer valuable data support and information references for the cosmetics industry.

I. Number of New Cosmetic Ingredient Filings in China-September 2025

According to data from the NMPA, a total of 12 new cosmetic ingredients were successfully filed in September 2025. As of now, the relevant technical specifications for these ingredients have not yet been disclosed, and none of them have entered the post-filing monitoring period. For detailed information, please refer to Table 1 below. As of September 30, 2025, a total of 117 new cosmetic ingredients have been filed in China during the year.

II. Overview of Enterprises Filing for New Cosmetic Ingredients

(I) Domestic and Overseas Distribution of Enterprises Filing for New Ingredients

Among the 12 new cosmetic ingredients that obtained filing numbers in September 2025, all of them were filed by domestic Chinese enterprises.

(II) Domestic Enterprises

Based on the analysis of filing data for new cosmetic ingredients, 12 approved ingredients were individually filed by 11 enterprises. Among the listed companies, Shenzhen Weiqi Technology Co., Ltd. has submitted two cosmetic ingredient filings, while each of the other companies has submitted one filing.

III. Distribution of Domestic Enterprises Filing for New Cosmetic Ingredients by Province

According to the analysis of new ingredient filing data, a total of 12 new cosmetic ingredients were filed by domestic enterprises in China, involving 11 companies across seven provincial-level regions. These regions include Guangdong, Shanghai, Beijing, Hainan, Hunan, Liaoning, and Yunnan.

As illustrated in Figure 1, among all provinces where domestic filers are located, Guangdong Province recorded the highest number of new ingredient filings, with a total of five. This accounts for approximately 41.7% of all new ingredient filings by domestic enterprises in September 2025.

IV. Frequently Filed New Cosmetic Ingredients

Based on the statistics presented in the following Table 2, Bakuchiol has been filed seven times at different times by different filers, while Crocodile oil has been filed twice.

V. Interpretation of Selected Ingredients

According to available information, Camellia chekiangoleosa Hu is a species of the Camellia genus in the Theaceae family, distributed in Fujian, Jiangxi, Hunan, Zhejiang, and Anhui provinces of China. It commonly grows in mixed forests on hillsides, forested valleys, forest edges, or along streams. Camellia chekiangoleosa is an endemic tree species in the mountainous regions of southern China and serves as an important genetic resource and commonly used parent in the breeding of new varieties of oil camellia and ornamental camellia. It possesses significant ornamental and economic value. Blooming in winter and spring, it produces large, brightly colored flowers and is renowned both domestically and internationally as a prized ornamental plant. Its seed oil has a higher oil content and a more favorable fatty acid composition compared to that of common oil camellia.

Coreopsis tinctoria Nutt., commonly known as plains coreopsis or golden tickseed, is an herbaceous plant of the genus Coreopsis in the family Asteraceae. It is native to North America and is now widely cultivated throughout various regions of China. In addition to its edible and ornamental value, the Illustrated Handbook of Zhuang Ethnic Medicine of China records that Coreopsis tinctoria can be used to clear internal heat and eliminate damp-heat toxins.

Studies have shown that Coreopsis tinctoria contains a variety of chemical constituents, including amino acids, polysaccharides, polyphenols, organic acids, flavonoids, volatile oils, sterols, and coumarins. Modern pharmacological research has demonstrated its bioactivities such as improving lipid profiles, regulating blood glucose, lowering blood pressure, as well as exhibiting antibacterial and antioxidant properties. In cosmetics, Coreopsis tinctoria is used as a humectant and skin conditioning agent, offering moisturizing, soothing, and skin-repairing benefits.

Palmitoyl Tripeptide-38, with CAS number 1447824-23-8, is a doubly hydroxylated lipopeptide composed of three amino acids. It functions by stimulating the synthesis of collagen in the skin, thereby helping to reinforce skin structure and improve firmness. By increasing collagen levels, Palmitoyl Tripeptide-38 can significantly reduce the appearance of wrinkles and fine lines, enhancing overall skin smoothness.

Pleione bulbocodioides (Franch.) Rolfe is a nationally protected Class II plant species in China and is endemic to the country. Belonging to the Orchidaceae family and the genus Pleione, this species typically grows in rich humus soils under evergreen broad-leaved forests or along the edges of shrublands, as well as on moss-covered rocks at elevations ranging from 900 to 3600 meters. Pleione bulbocodioides is primarily distributed in southern Shaanxi, southern Gansu, Anhui, Hubei, Hunan, northern Guangdong, northern Guangxi, Sichuan, Guizhou, northwestern Yunnan, and southeastern Tibet in China.

Bakuchiol is a natural compound extracted from the seeds and leaves of the plant Psoralea corylifolia. It possesses antioxidant, anti-inflammatory, and antimicrobial properties, making it a popular ingredient in cosmetic formulations. As a trending active, Bakuchiol has been registered a total of seven times to date in cosmetic ingredient regulatory filings.
