Thailand Revises Mandatory Labeling Requirements for Fluoride Toothpastes

On December 24, 2025, the Ministry of Public Health of Thailand published notifications in the Royal Thai Government Gazette, Volume 142, Part 400D, on pages 56-8, 76, and 80, announcing the revision of warning statements for fluoride-containing cosmetic products and the introduction of new mandatory labeling requirements for fluoride toothpastes. The revised requirements came into effect the day following the date of publication. A two-year transitional period is granted for the compliance of existing product labels.

Key Revisions

1. Fluoride toothpastes should include the following information on the product label:

  • The statement “contains fluoride” or other wording with a similar meaning;
  • A clear indication of the fluoride content, expressed in ppm (parts per million), for example: “contains 1,000 ppm fluoride ion” or “fluoride: 1,000 ppm”;
  • The label text must be easily legible, with a high contrast between the text and background color, such as dark text on a light background or light text on a dark background, to ensure clear visibility for consumers.

2. Toothpastes containing sodium monofluorophosphate must bear the following warning statement: Children under 3 years should use a smear of toothpaste; Children aged 3 to under 6 years should use a pea-sized amount under adult supervision; In case of exposure to other sources of fluoride, consult a doctor or dentist; Contains sodium monofluorophosphate.

3. Whitening toothpastes containing hydrogen peroxide must indicate the ingredient and its concentration on the label, in accordance with the prescribed format, placement, font size, and other relevant requirements under cosmetic labeling regulations.
