To help stakeholders stay informed of the latest developments and gain insights into market trends, this article provides a systematic review and in-depth analysis of the cosmetic ingredient filings published by China’s National Medical Products Administration (NMPA) in December 2025. The report mainly covers the number of new ingredient filings during the month, basic information about the filing enterprises, the regional distribution of domestic filers, ingredients that have been filed multiple times, and interpretations of selected ingredients. It aims to offer valuable data support and information references for the cosmetics industry.
I. Number of New Cosmetic Ingredient Filings in China-December 2025
According to data from the NMPA, a total of 20 new cosmetic ingredients were successfully filed in December 2025. As of now, the relevant technical specifications for these ingredients have not yet been disclosed, and none of them have entered the post-filing monitoring period. For detailed information, please refer to Table 1 below. As of December 31, 2025, a total of 169 new cosmetic ingredients have been filed in China during the year.

II. Overview of Enterprises Filing for New Cosmetic Ingredients
(I) Domestic and Overseas Distribution of Enterprises Filing for New Ingredients
As shown in Figure 1, among the 20 new cosmetic ingredients that obtained filing numbers in Decemberr 2025, 17 were filed by domestic filers, accounting for approximately 85%, while 3 were filed by an overseas filer, accounting for about 15%. The number of domestic filers significantly exceeds that of overseas filers.

(II) Domestic Enterprises
Based on the analysis of filing data for new cosmetic ingredients, 17 approved ingredients were individually filed by 16 different enterprises. Among them, Bloomage Biotechnology Corporation Limited has filed two new cosmetic ingredients, while all other companies have filed only one new ingredient each.
(III) Overseas Enterprises
Based on the analysis of new cosmetic ingredient registration data, the overseas companies that filed the three new cosmetic ingredients are located in Italy, South Korea, and Thailand, as shown in Table 2.

III. Distribution of Domestic Enterprises Filing for New Cosmetic Ingredients by Province
According to the analysis of new ingredient filing data, a total of 17 new cosmetic ingredients were filed by domestic enterprises in China, involving 16 companies across 9 provincial-level regions. The provinces and regions include Guangdong, Shandong, Shanghai, Zhejiang, Anhui, Fujian, Guizhou, Jiangsu, and Sichuan.
As shown in Figure 2, among all domestic provinces and regions where the filing companies are located, Guangdong, Shandong, Shanghai, and Zhejiang recorded the highest number of new cosmetic ingredient filings, with three each, accounting for 60% of the total filings in December 2025.

IV. Frequently Filed New Cosmetic Ingredients
According to the statistics, among the 20 newly filed cosmetic ingredients mentioned above, Sodium 3'-Sialyllactose and Camellia petelotii flower extract were each filed twice at different times by different companies; Rhodioloside was filed three times; and ingredients related to Tremella fuciformis have been filed a total of seven times to date.
V. Interpretation of Selected Ingredients
According to available information, Elsholtzia splendens is a plant species in the family Lamiaceae and the genus Elsholtzia. It is distributed in China and North Korea, primarily found in Liaoning, Hebei, Shandong, Henan, Jiangsu, Jiangxi, Zhejiang, and Guangdong provinces in China. The plant typically grows at altitudes of 200–300 meters along hillsides, roadsides, or grassy areas. The whole plant is used in traditional Chinese medicine. As recorded in the Pharmacopoeia of the People's Republic of China, it has a pungent taste and slightly warm nature, with therapeutic functions such as relieving summer heat, dispelling dampness, and promoting diuresis. It is traditionally used to treat summer heat-related illnesses caused by cold drinks, including headaches, fever, chills without sweating, abdominal pain, vomiting, diarrhea, edema, and beriberi.
Lycium ruthenicum, commonly known as black goji berry, is a species in the family Solanaceae and genus Lycium. It is mainly distributed in northern Shaanxi, Ningxia, Gansu, Qinghai, Xinjiang, and Tibet, and also found in Central Asia, the Caucasus, and parts of Europe. This drought-tolerant shrub typically grows in saline-alkali wastelands, sandy areas, or along roadsides, and is also used for soil and water conservation.
Dendrobium huoshanense is a perennial herbaceous plant in the family Orchidaceae, genus Dendrobium. Also known as “Mihu” or “Longtou Fengwei Grass,” it is native to Huoshan County in Anhui Province, located in the Dabie Mountains. It is also distributed in Taiwan, Guangdong, Guangxi, Hubei, Jiangsu, and Zhejiang. The stem of D. huoshanense is used medicinally. It is sweet in taste and slightly cold in nature, traditionally used to nourish the stomach, promote fluid production, and clear heat. It is indicated for symptoms such as thirst due to febrile diseases and dry mouth. D. huoshanense is a nationally protected first-class plant in China and is listed as a Plant with Extremely Small Populations in the China Red List of Biodiversity.
Tricholoma matsutake, commonly known as matsutake mushroom, is a species of fungus in the family Tricholomataceae. It is known for its distinctive strong aroma and is considered a highly valuable wild edible mushroom. It is distributed in Japan, Korea, the United States, Canada, and Northern Europe. In China, it is found in Liaoning, Heilongjiang, Jilin, Anhui, Sichuan, Gansu, Shanxi, Guizhou, Yunnan, Guangxi, Tibet, Fujian, and Taiwan. This mushroom is prized not only for its nutritional value but also for its medicinal properties.
Camellia petelotii is an evergreen shrub in the family Theaceae, genus Camellia. It is mainly found in the limestone evergreen forests of southern Guangxi in China and northern Vietnam. It is a nationally protected Class II plant in China. C. petelotii has both edible and medicinal value. Research has shown that it is rich in trace elements beneficial to human health, including organic germanium, selenium, manganese, molybdenum, vanadium, and zinc. It also contains tea polyphenols and essential amino acids, and has health benefits such as anti-cancer, lipid-lowering, and immune-enhancing effects.
Toddalia asiatica is a woody climbing plant in the family Rutaceae. It is distributed in Guangdong, Guangxi, Hainan, Hunan, and Sichuan provinces in China, as well as in East Africa, South Asia, and Southeast Asia. The name "Feilong Zhangxue" (literally “flying dragon palm blood”) first appeared in the ancient Chinese botanical text Illustrated Catalogue of Plants. The plant is traditionally used to promote blood circulation and stop bleeding, dispel wind and dampness, reduce swelling, and detoxify. It is commonly used to treat bruises, rheumatic arthritis, and similar conditions.
Naematelia aurantialba is a species of jelly fungus in the family Tremellaceae. It is widely distributed across high-altitude forest zones in China, including Fujian, Sichuan, Yunnan, Shaanxi, Shanxi, Guizhou, and Tibet, with particularly rich resources in northwestern Yunnan and southeastern Tibet. It typically grows in summer and autumn at altitudes between 1,800 and 3,200 meters, often found singly or in clusters on decaying wood of broadleaf trees such as Fagaceae and Betulaceae. N. aurantialba has both culinary and medicinal value. Due to its delicate gelatinous texture, smooth and fragrant nature, it is also used in cosmetics for its skin-smoothing, beautifying, and skin-conditioning properties.
Camellia chekiangoleosa is a species in the family Theaceae, genus Camellia. It is endemic to China and mainly found in Fujian, Jiangxi, Hunan, Zhejiang, and Anhui provinces.
Clinacanthus nutans is a herbaceous plant in the family Acanthaceae. It is native to China and distributed in Yunnan, Guangxi, Guangdong, and Hainan, and also found in the Malay Peninsula, Java, and Borneo. According to the Flora of Guangxi, this plant is traditionally used to regulate menstruation, remove blood stasis, reduce swelling, relieve pain, and treat bone fractures, anemia, jaundice, and rheumatism. Studies have shown that C. nutans contains compounds such as flavonoid glycosides, lupeol, and glycoproteins, and exhibits notable anti-cancer potential.
