China's NMPA Issues Multiple Announcements Concerning Cosmetic Ingredient Testing Methods

On January 12, 2025, China’s National Medical Products Administration (NMPA) Issued three announcements, incorporating a total of 27 testing methods and standards into the Safety and Technical Standards for Cosmetics (STSC) (2015 Edition) . CIRS has now compiled above information for reference.

1. Announcement of the NMPA on Incorporating 5 Methods Including the Testing Methods for 6 Ingredients Such as Cannabidiol in Cosmetics into the STSC (2015 Edition) (Announcement No. 1, 2026)

  • Testing Method for 6 Ingredients Including Cannabidiol in Cosmetics and Testing Method for Diethylene Glycol in Cosmetics are newly added testing methods. General Principles for Physicochemical Testing Methods, Testing Method for 23 Ingredients Including Procainamide in Cosmetics, and Testing Method for 124 Ingredients Including 6α-Methylprednisolone in Cosmetics are revised testing methods, replacing the original corresponding methods in the STSC (2015 Edition).
  • General Principles for Physicochemical Testing Methods will take effect on July 1, 2026.
  • The four methods, including Testing Method for 6 Ingredients Including Cannabidiol in Cosmetics, Testing Method for Diethylene Glycol in Cosmetics, Testing Method for 23 Ingredients Including Procainamide in Cosmetics, and Testing Method for 124 Ingredients Including 6α-Methylprednisolone in Cosmetics, will take effect on January 1, 2027.
  • Before the implementation of the above methods, the adoption of these methods in testing related to cosmetic registration and filing is encouraged.

2. Announcement of the NMPA on Incorporating 4 Methods Including "Skin Sensitization: Local Lymph Node Assay: BrdU-FCM" into the STSC (2015 Edition) (Announcement No. 5, 2026)

  • The NMPA has organized the drafting of 4 methods including Skin Sensitization: Local Lymph Node Assay: BrdU-FCM, which have been reviewed and approved by the Chairperson's Meeting of the NMPA Cosmetic Standardization Technical Committee. They are now issued and incorporated into the corresponding chapters of the STSC (2015 Edition).
  • Skin Sensitization: Local Lymph Node Assay: BrdU-FCM and Kinetic Test Method are newly added testing methods.
  • Human Skin Patch Test Method and Human Safety Trial Test Method are revised testing methods, replacing the original corresponding methods in the STSC (2015 Edition).
  • The above 4 methods will take effect on July 1, 2026. Before implementation, the adoption of these methods in testing related to cosmetic registration and filing is encouraged.

3. Announcement of theNMPA on Incorporating 18 Standard Development and Revision Projects Including "Limits for Total Aerobic Microbial Count in Eye Area, Lip, and Children's Cosmetics" into the STSC (2015 Edition) (Announcement No. 6, 2026)

  • Butylphenyl methylpropional, Cyclotetrasiloxane, Perfluorooctanesulfonic acid and its salts, and Perfluorooctanoic acid and its salts are newly added standards.
  • Limits for Total Aerobic Microbial Count in Eye Area, Lip, and Children's Cosmetics, Limit for 1,4-Dioxane, 4-Methylbenzylidene Camphor, 6-Amino-m-cresol, Pyrithione Zinc, Salicylic Acid, Climbazole, Methylisothiazolinone, Polyaminopropyl Biguanide, Benzophenone-3, Homosalate, Octocrylene, Toluene-2,5-diamine, and Toluene-2,5-diamine sulfate are revised standards, replacing the original corresponding provisions in the STSC (2015 Edition).
  • The 6 standards including Limits for Total Aerobic Microbial Count in Eye Area, Lip, and Children's Cosmetics, Limit for 1,4-Dioxane, 4-Methylbenzylidene Camphor, 6-Amino-m-cresol, Perfluorooctanesulfonic acid and its salts, and Perfluorooctanoic acid and its salts will take effect on January 1, 2027.
  • The 12 standards including Butylphenyl methylpropional, Cyclotetrasiloxane, Pyrithione Zinc, Salicylic Acid, Climbazole, Methylisothiazolinone, Polyaminopropyl Biguanide, Benzophenone-3, Homosalate, Octocrylene, Toluene-2,5-diamine, and Toluene-2,5-diamine sulfate will take effect on January 1, 2028.
  • Before the implementation of the above standards, cosmetics already produced or imported may be sold until the end of their shelf life. Cosmetic registrants, filers, and manufacturers are encouraged to implement these standards in advance.
