China’s NIFDC Solicits Public Comments on Three Cosmetic Standards

On January 15, 2025, China’s National Institutes for Food and Drug Control (NIFDC) issued a notice announcing the release of three draft cosmetic standards aimed at further enhancing the country’s technical framework for cosmetics. The drafts are now open for public consultation, with the deadline for submitting comments set for February 24, 2026.

Relevant parties are invited to submit their comments through the Cosmetics Standards Development and Revision Management System.

Determination of Trivalent Chromium and Hexavalent Chromium in Cosmetics

This method specifies the determination of trivalent chromium (Cr(III)) and hexavalent chromium (Cr(VI)) in cosmetics using high-performance liquid chromatography coupled with inductively coupled plasma mass spectrometry (HPLC-ICP-MS).

It is applicable to the determination of Cr(III) and Cr(VI) in various types of cosmetics, including creams and lotions, liquids (water- or oil-based), gels, powders, solid formulations, and mud-based products.

Determination of 1-hydroxyethyl-4,5-diaminopyrazole Sulfate and Other 10 Kinds of Ingredients in Cosmetics

This method specifies the determination of the content of 11 ingredients in cosmetics, including 1-hydroxyethyl-4,5-diaminopyrazole sulfate, using high-performance liquid chromatography (HPLC).

It is applicable to the determination of these 11 ingredients in hair dye cosmetic products. Ingredients in cosmetics may exist in various forms, such as sulfates or hydrochlorides. When multiple forms are present simultaneously, the content should be expressed in terms of one specified form.

Determination of Ethyl Lauroyl Arginate HCl in Cosmetics

This method specifies the determination of lauroyl arginine ethyl ester hydrochloride in cosmetics using high-performance liquid chromatography (HPLC).

It is applicable to the determination of lauroyl arginine ethyl ester hydrochloride in various types of cosmetics, including liquids, creams and lotions, powders, and gels.
