Vietnam Recalls 291 Cosmetic Products Due to D4 Ingredient

On March 3, 2026, the Ministry of Health of Vietnam issued an announcement stating that it has suspended the circulation and ordered the recall of 291 cosmetic products containing Cyclotetrasiloxane and Octamethylcyclotetrasiloxane; D4.

Announcement Content

The notification acceptance numbers for 291 cosmetic products are revoked. Circulation is suspended nationwide, and mandatory recall and destruction are required for all relevant batches still within their validity period.

Enterprises listed in the annex must issue recall notices to distributors and users of the relevant products, accept returned products, and proceed with their destruction. Recall and destruction reports must be submitted to the Vietnam Drug Administration by March 26, 2026.

Conclusions adopted at the 42nd Meeting of the ASEAN Cosmetic Committee held in November 2025

  • The ASEAN Cosmetic Directive (ACD) is a regional agreement designed to harmonize cosmetic product requirements among ASEAN Member States, thereby reducing technical trade barriers and facilitating the free circulation of cosmetics within the region. The ASEAN Cosmetic Committee (ACC) and the ASEAN Cosmetic Scientific Body (ACSB) convene twice annually to review and update cosmetics-related regulations, including amendments to the ACD Annexes. The latest revisions to Annex II (List of Prohibited Substances), Annex III (List of Restricted Substances), and Annex VII (List of Permitted UV Filters) were published on December 12, 2025.
  • The Annex II List of Prohibited Substances has been updated: reference entry 1388 for Octamethylcyclotetrasiloxane; D4 has been amended to include an additional CAS number 293-51-6.

CIRS Reminder

Relevant cosmetic enterprises are advised to conduct formula screening. For products already in circulation in the Vietnamese market, it is necessary to verify whether they are included in the recall list and take appropriate measures in a timely manner. At the same time, enterprises are advised to monitor subsequent developments in ASEAN cosmetic regulations to ensure their products continue to comply with ASEAN market access requirements.
