On April 23, 2026, the President of Brazil's National Institute of Metrology, Quality and Technology (Inmetro), Marcio Andre Oliveira Brito, signed Public Consultation No. 8 to seek public comments on a proposed Mercosur Metrological Technical Regulation for the Quantitative Indication of Cosmetics. The public consultation was published in the Official Gazette of the Union (Diário Oficial da União) on April 24, 2026, Edition 76, Section 1, Page 25.
Key Points of the Public Consultation
Effective from the date of publication, the public consultation is open to receive comments and suggestions regarding the proposed Mercosur Metrological Technical Regulation for the Quantitative Indication of Cosmetics. Comments and suggestions may be submitted online through Brasil Participação Social.
The public consultation enters into force on the date of its publication in the Official Gazette of the Union, with a deadline of June 23, 2026 (60 days from publication in the Official Gazette).
The proposed regulation, numbered MERCOSUL/CNC/PIRES Nº 02/25, aims to amend the current Mercosur Common Market Group Resolution No. 50/00 (Mercosur/GMC/Res. No. 50/2000). The existing resolution establishes quantitative indication requirements for cosmetics to facilitate trade among Mercosur member states, eliminate technical barriers to trade, and protect consumer rights. Given the experience accumulated since the resolution's entry into force and the proposal put forward by Mercosur Common Market Group Recommendation No. 047/2020, it has become necessary to redefine the quantitative indication requirements for cosmetics presented in gel form.
