On March 16, 2026, the Brazilian Health Regulatory Agency (Anvisa) announced the recall of all batches of five types of gel nail polishes containing TPO. Previously, on October 30, 2025, Anvisa issued Council Resolution No. 995/2025 (RDC), amending the appendix of Council Resolution No. 529/2021, explicitly banning the use of TPO in personal care products, cosmetics, and perfumes.
Interpretation of TPO
Trimethylbenzoyl Diphenylphosphine Oxide (CAS No. 75980-60-8) releases free radicals under UV or LED light, triggering a polymerization reaction that rapidly cures nail polish. Thus, it is widely used in gel nail products. TPO is also commonly found in inks, adhesives, lipsticks, eyelash glues, and various other products.
In 2023, the European Union classified TPO as a "Category 1B CMR substance" (carcinogenic, mutagenic, or toxic to reproduction). In May 2025, the EU mandated the inclusion of TPO in the List of substances prohibited in cosmetic products, effective September 1.
