On July 15, 2026, Mexico's Federal Commission for the Protection against Sanitary Risks (COFEPRIS) issued a notice announcing the optimization and digitalization of the management and submission process for cosmetic advertising notices, leveraging its digital services platform DIGIPRiS to enable online self-service processing and supporting a single advertising notice covering multiple products, in order to improve processing efficiency and facilitate compliance for the cosmetic industry.
Background
The Federal Commission for the Protection against Sanitary Risks (COFEPRIS) is Mexico's regulatory authority for health-related products including medicines, medical devices, cosmetics, and food, and exercises regulatory authority over more than 90% of the cosmetics on the Mexican market. Under Mexico's General Health Law and its advertising-related regulations, companies must file an “advertising notice” with COFEPRIS before advertising cosmetics in Mexico. To enhance regulatory efficiency and ease of processing, COFEPRIS has been advancing digital reform in recent years, with DIGIPRiS as its core digital services platform.
Key Contents
1. Online Self-Service Processing via the DIGIPRiS Platform
This upgrade relies on COFEPRIS's digital services platform DIGIPRiS to convert the processing of cosmetic advertising notices into an online self-service model. Companies may submit applications online anytime and anywhere, without on-site submission, making the process more agile, transparent, and accessible.
2. A Single Notice Can Cover Multiple Products
The upgraded process supports covering multiple cosmetic products under a single advertising notice, reducing duplicate submissions and the documentation burden and streamlining the overall procedure.
3. Optimised Regulatory Management and Improved Efficiency
According to COFEPRIS, this adjustment optimises the regulatory management of the advertising-notice process while further facilitating compliance for the cosmetic industry, shortening processing times and aligning with best regulatory practices.
