Regulatory Updates

NMPA Department of General Affairs Issues Notice on the Project Initiation of the Cosmetic Standard for Butyl Acetylaminopropionate Ethyl Ester

On July 7, 2026, the Department of General Affairs of the National Medical Products Administration (NMPA) released a notice stating that, in order to implement the Regulations on the Supervision and Administration of Cosmetics and in light of the needs of cosmetic regulation, the NMPA has approved the project initiation of the cosmetic standard for Butyl Acetylaminopropionate Ethyl Ester.

Pilot Programme for Personalised Cosmetic Services Now Covers 23 Provinces (Regions, Municipalities)

On July 10, 2026, the NMPA released a notice announcing the expansion of the second phase of the personalised cosmetic service pilot programme. From August 1, 2026, eight more provinces (regions) — Liaoning, Jiangsu, Anhui, Fujian, Jiangxi, Hubei, Sichuan and Xinjiang — will be brought into the pilot programme, which will run until September 30, 2027.

NMPA Seeks Public Comments on the Implementation of the Revisions to the Safety and Technical Standards for Cosmetics (2015 Edition)

On July 15, 2026, the NMPA released the "Announcement on Matters Concerning the Implementation of the Revisions to the Safety and Technical Standards for Cosmetics (2015 Edition) (Draft for Comments)", which sets out differentiated requirements for cosmetics already on the market, currently under review, and to be submitted for registration or filing. The comment period has now closed.

Two Cosmetic Standards on Testing Methods Released for Public Comment

On July 21, 2026, the National Institute for Food and Drug Control (NIFDC) sought public comments on two draft cosmetic standards: the "Testing Method for Pseudomonas aeruginosa in Cosmetics (Draft for Comments)" and the "Testing Method for 40 Ingredients Including Ethanol in Cosmetics (Draft for Comments)". Comments may be submitted until August 30, 2026.

NMPA Releases Announcement on Eight Major Matters Concerning Cosmetic Registration and Filing

On July 29, 2026, the "Announcement on Matters Concerning Cosmetic Registration and Filing" (hereinafter the "Announcement") was officially released. The Announcement introduces optimisation measures across eight dimensions, including encouraging the first domestic launch of new cosmetic products, reducing cosmetic animal testing data requirements, and expanding the scope of accepted cosmetic efficacy claim evaluation test methods.

Hebei MPA Issues Measures to Promote the High-Quality Development of the Cosmetics Industry

On July 6, 2026, the Hebei Provincial Medical Products Administration issued the "Several Measures on Promoting the High-Quality Development of the Cosmetics Industry", introducing 16 measures across five dimensions. Aiming to thoroughly implement the NMPA's opinions on deepening cosmetic regulatory reform to promote high-quality industry development, the measures seek to resolve deep-seated problems in the province, such as the insufficient level of industry concentration and the urgent need to enhance independent innovation capacity, and to advance Hebei from a "major cosmetics-consuming province" to a "cosmetics manufacturing powerhouse".

Zhejiang MPA Seeks Comments on Several Measures for Deepening Cosmetic Regulatory Reform and Promoting High-Quality Industry Development

On July 8, 2026, the Zhejiang Provincial Medical Products Administration released the "Several Measures on Deepening Cosmetic Regulatory Reform and Promoting High-Quality Industry Development (Draft for Comments)" for public comment, with the comment period closing on August 10, 2026. The document introduces 20 measures under four pillars — reform upgrading, regulatory efficiency enhancement, industrial capacity building and support elevation — focusing on ingredient innovation, enterprise-friendly filing, simplified efficacy evaluation, credit-based tiered regulation, and coordinated governance in the Yangtze River Delta, so as to build the "one centre, one window, four bases" beauty industry layout and help the province advance from a "major cosmetics manufacturing province" to a "beauty industry powerhouse".

Anhui Launches the Three-Year Action to Enhance the Quality Systems of Cosmetic Enterprises

On July 14, 2026, the Anhui Provincial Medical Products Administration issued the "Implementation Plan for the Three-Year Action (2026–2028) to Enhance the Production Quality Management Systems of Cosmetic Enterprises in Anhui Province", setting the goal that by the end of 2028, enterprises' awareness of their primary responsibilities, the operation of their quality systems, and their risk prevention and control capabilities will be comprehensively enhanced. Centred on "strengthening foundations, applying targeted policies and empowering the industry", the plan deploys 15 key tasks, including establishing a list of common problems, implementing tiered and classified regulation, advancing digital transformation, and cultivating new quality productive forces. Risk-level assessments will be completed by the end of 2026, and differentiated regulation will be fully implemented from 2027.

Heilongjiang Issues Measures for the Tiered and Classified Supervision and Administration of Cosmetic Distribution

On July 20, 2026, the Heilongjiang Provincial Medical Products Administration issued the "Measures for the Tiered and Classified Supervision and Administration of Cosmetic Distribution in Heilongjiang Province", effective from August 1, 2026. Cosmetic operators' risk levels are classified, from low to high, into four grades — Grade A (low risk), Grade B (medium risk), Grade C (high risk) and Grade D (highest risk) — confirmed through comprehensive assessment based on the business format, business scale, product categories, violations of laws and regulations, supervision and inspection results, and sampling test results of the previous assessment year.

Hainan Issues the List of Primary Responsibilities of Production and Distribution Enterprises of Drugs, Medical Devices and Cosmetics

On July 22, 2026, the Hainan Provincial Medical Products Administration issued the "List of Primary Responsibilities of Production and Distribution Enterprises of Drugs, Medical Devices and Cosmetics in Hainan Province (2026 Edition)", covering three major sections — drug marketing authorisation holders, and production and distribution enterprises of medical devices and cosmetics — and specifying the concrete responsibilities and legal bases for qualifications and licences, quality systems, production management, labels and instructions, post-marketing management, and commissioned and entrusted production.

Europe

Compliance Countdown for Companies! EU Fragrance Allergens Expanded to 81 Substances

For all cosmetics placed on the EU market, where the fragrance allergens contained in the product exceed 0.001% in leave-on products or 0.01% in rinse-off products, each of them must be disclosed individually in the ingredient list on the label. Under the transitional arrangements, companies must complete compliant labelling of new products by July 31, 2026, while existing products must be brought into compliance by July 31, 2028 at the latest.

EU Cosmetics Regulation Update: Involving Annexes II, III and V

On July 8, 2026, the European Union submitted notification G/TBT/N/EU/1219 to the World Trade Organization (WTO), planning to amend the EU Cosmetics Regulation in relation to Annex II (list of prohibited substances), Annex III (list of restricted substances) and Annex V (list of permitted preservatives). The public consultation on this notification runs until September 6, 2026; the regulation is expected to be adopted in the fourth quarter of 2026, and will enter into force on the 20th day following its publication in the Official Journal of the European Union.

Sweden Proposes a Comprehensive Ban on PFAS in Cosmetics and Other Consumer Products

On July 23, 2026, Sweden's Ministry of Climate and Enterprise opened a public consultation on a "national ban on PFAS in certain consumer products", with comments accepted until November 30, 2026. The products covered include clothing and footwear, waterproofing agents, "cosmetics", cookware and ski wax, with the ban proposed to enter into force on January 1, 2028.

EU Proposes to Relax the Restrictions on the Use of Micron-Sized Silver

On July 30, 2026, the European Commission submitted notification G/TBT/N/EU/1227 to the WTO, proposing to amend the restrictions and control requirements on micron-sized silver particles in Regulation (EC) No 1223/2009 on cosmetic products. The draft regulation aims to align with the latest scientific opinion of the Scientific Committee on Consumer Safety (SCCS) and to optimise and relax the permitted uses of micron-sized silver in cosmetics.

Americas

Brazil's ANVISA Seeks Comments on the Draft Revision of the List of Restricted Substances in Cosmetics

On July 1, 2026, the Brazilian Health Regulatory Agency (ANVISA) launched Public Consultation No. 1.399/2026 on the draft revision of the "List of Restricted Substances (Part II)" for personal hygiene products, cosmetics and perfumes, with the comment period running from July 8 to September 8, 2026.

US FDA's 2026 Regulatory Plan: Proposes to Ban Formaldehyde in Hair Smoothing Products and to Require Fragrance Allergen Labelling on Cosmetics

On July 3, 2026, in the newly released 2026 Regulatory Plan and Unified Agenda, the US Food and Drug Administration (FDA) listed two significant cosmetics-related rules at the Proposed Rule Stage, targeting the issuance of Notices of Proposed Rulemaking (NPRMs) in 2026: one is to ban formaldehyde and formaldehyde-releasing chemicals in hair smoothing/straightening products (RIN 0910-AI83), and the other is to require the disclosure of fragrance allergens on cosmetic labels (RIN 0910-AI90).

Effective from July 1, 2028! US State of Illinois to Ban 24 Cosmetic Ingredients Including PFAS

On July 10, 2026, the Governor of the US state of Illinois signed the Chemicals in Cosmetic Products Act (HB 3409), prohibiting the manufacture, sale, distribution, possession or offering for sale within the state of cosmetics containing any of 24 specified "intentionally added" ingredients, effective from July 1, 2028.

Australia

Australian AICIS: Retinal Identified as a Developmental Toxicant — Introductions for Consumer Uses, Including as a Cosmetic Ingredient, Now Require a Prior Assessment Certificate

On July 14, 2026, the Australian Industrial Chemicals Introduction Scheme (AICIS) issued an announcement clarifying that, as Retinal (Retinaldehyde, CAS 116-31-4) has been identified as a developmental toxicant, from June 27, 2026, the import or manufacture of Retinal for any consumer end use (including its use as a cosmetic ingredient) no longer qualifies for the exempted (very low risk) or reported (low risk) categories, and introducers must apply for and obtain an AICIS assessment certificate before introduction.

Asia

South Korea MFDS Launches the Official "Cosmetic Safety Assessment Support" Website to Facilitate the Rollout of the Safety Assessment Scheme in 2028

On July 1, 2026, South Korea's Ministry of Food and Drug Safety (MFDS) announced the official launch of the "Cosmetic Safety Assessment Support website" (https://cpsrcosmetic.or.kr), providing comprehensive information and consultation support for the cosmetic safety assessment scheme to be implemented in phases from 2028. The platform brings together domestic and international cosmetic safety regulatory information, consultation and training resources, and FAQs, aiming to help cosmetic companies (especially small and medium-sized enterprises) smoothly prepare their safety assessment dossiers.

South Korea Clarifies the Rules for the Designation of the Cosmetic Safety Information Centre and the Establishment of the Integrated Information System

On July 8, 2026, South Korea's Ministry of Food and Drug Safety (MFDS) issued a legislative notice (Notice No. 2026-330) on the partial amendment of the Enforcement Decree of the Cosmetics Act, seeking public comments on the designation, guidance and supervision of the cosmetic safety information centre and on the delegation of the construction and operation of the cosmetic integrated information system, with the comment period running until August 18, 2026.

South Korea Proposes to Amend the Enforcement Rule of the Cosmetics Act: Rollout of Safety Assessment, Expanded Sub-Packaging of Customised Cosmetics, Tighter Recall Timelines

On July 8, 2026, South Korea's Ministry of Food and Drug Safety (MFDS) issued a legislative notice (Notice No. 2026-331) on the partial amendment of the Enforcement Rule of the Cosmetics Act. The revision mainly concerns: the implementation details of the cosmetic safety assessment scheme; the expansion of the scope of sub-packaging and sale of customised cosmetics; the training requirements for responsible distribution managers; the tightening of timelines for recall procedures; and the construction and operation of the cosmetic integrated information system. Comments may be submitted until August 18, 2026. The Rule will generally take effect on January 1, 2028, with some articles to be implemented in phases ahead of that date.

ASEAN Cosmetic Directive Updated, Involving Annexes II, III, IV and VI

Recently, the Annexes of the ASEAN Cosmetic Directive (ACD) were updated: the latest revised versions of Annex II (list of prohibited substances), Annex III (list of restricted substances), Annex IV (list of permitted colourants) and Annex VI (list of permitted preservatives) were officially issued on June 30, 2026.

Indonesia Drafts a Regulation on the Assessment of the Implementation of the Halal Product Assurance System

On July 23, 2026, Indonesia submitted notification G/TBT/N/IDN/188 to the WTO, seeking public comments on the "Draft Regulation on the Assessment of the Implementation of the Halal Product Assurance System (SJPH)" drafted by the Indonesian Halal Product Assurance Organising Agency (BPJPH), with comments accepted until September 21, 2026. The draft aims to regulate the ongoing compliance assessment (a periodic assessment at least once every four years) of the SJPH implementation of certified operators after the issuance of halal certificates, covering ingredient usage reports, on-site and remote assessments, document verification, self-assessment, risk-based assessment, halal conformity certification, administrative sanctions and transitional arrangements.

Indonesia Drafts a Regulation on Halal Certificate Renewal

On July 23, 2026, Indonesia submitted notification G/TBT/N/IDN/189 to the WTO, seeking public comments on the "Draft Regulation on Halal Certificate Renewal" drafted by the BPJPH, with comments accepted until September 21, 2026. The draft applies to all products and services subject to the phased implementation of mandatory halal certification (including cosmetics), and sets out the procedures and requirements for certificate renewal where the product ingredients, halal production process (PPH) or product development of a halal-certified company have changed.

Indonesia Upgrades Compliance Oversight! Pre-shipment Compliance Confirmation of Foreign Halal Products Required Before Customs Declaration

On July 30, 2026, Indonesia submitted notification G/TBT/N/IDN/190 to the WTO, seeking comments on the "Draft Regulation on the Compliance Confirmation of Foreign Halal Products Entering Indonesia". The draft adds a key step for halal products such as cosmetics exported to Indonesia: imported products that must obtain halal certification or bear a "non-halal statement" must complete the "halal product conformity confirmation" before the customs declaration of the imported goods. The product scope of the draft covers cosmetics, as well as food, drugs, chemicals and other products.
