On August 21, 2026, the Thai Food and Drug Administration (Thai FDA) issued a draft announcement on a voluntary e-labeling system for cosmetics and opened it for public consultation, with the comment period closing on September 19, 2026. As a supplementary document to the 2019 Announcement of the Cosmetics Committee on Cosmetics Labeling (B.E. 2562), the draft allows cosmetic notifiers to present certain label information in electronic form via e-labels.
Key Points of the Draft
The core elements of the draft are as follows:
1. Voluntary principle, not mandatory: E-labeling is optional; notifiers may decide whether to adopt it. If e-labeling is not used, the full 11 items of information must continue to be displayed on the physical label in accordance with the 2019 Announcement of the Cosmetics Committee on Cosmetics Labeling (B.E. 2562):
(1) Product name; (2) Product category; (3) Ingredient list; (4) Directions for use; (5) Name and address of the manufacturer; (6) Net content; (7) Batch number; (8) Date of manufacture; (9) Expiration date; (10) Warnings; (11) Thai FDA notification number.
2. Definition of e-label: The draft defines "e-label" as a label in the form of symbols, codes, or other means that enables cosmetic-related information to be presented electronically.
3. Seven mandatory items to retain on physical labels: For products that opt for e-labeling, the following 7 items must still appear on the physical label: (1) Product name; (2) Batch number; (3) Date of manufacture; (4) Expiration date (if applicable); (5) Notification number; (6) Product category; (7) Name and address of the manufacturer or importer.
Information beyond the above 7 items may be presented via e-label, provided that the content displayed remains fully compliant.
4. Applicable rules for small-pack products: For cosmetics with a label area of less than 20 cm² that opt for e-labeling, the physical label must still carry the above 7 mandatory items, while the remaining detailed information may be presented in digital form.

Although the Thai e-labeling system is voluntary in nature, it provides a new compliance pathway for cosmetic enterprises to optimize label design and reduce labeling costs.

Companies interested in adopting e-labels may proactively assess whether their product physical labels meet the requirement of retaining the 7 mandatory items, and plan the presentation format for e-labels. Furthermore, until the draft officially takes effect, enterprises should continue to strictly comply with the existing labeling requirements and display all information fully on physical labels to avoid compliance risks.
