On October 15, 2026, the China National Institutes for Drug Control (NIDC) opened for public comment the two standards, Freeze-dried Cosmetic Products and Single-dose Cosmetics, with comments due by November 22, 2026. The two standards aim to unify and standardize the technical requirements, test methods and relevant management requirements for the corresponding product categories, and to establish unified product quality standards. CIRS Group has summarized the main contents below for your reference.

Cosmetic Freeze-dried  Products

Scope

This document specifies the definitions, requirements, test methods and inspection rules of freeze-dried cosmetic products, and the requirements for their labeling, packaging, transport, storage and service life. This document applies to freeze-dried cosmetic products prepared by vacuum freeze-drying technology and used on human skin after reconstitution, and does not apply to freeze-dried face masks.

Relationship with Existing Relevant Standards in China

A search of relevant domestic and foreign standards shows that there are no national or industry standards in this area, which cannot meet the needs of the standardized development of the industry and its regulation.

Items in the standard requirements such as pH value, microbiological indicators (total plate count, molds and yeasts, etc.) and hazardous substances (lead, arsenic, mercury and cadmium) are tested mainly with reference to the Safety and Technical Standards for Cosmetics; the moisture item is tested mainly with reference to the vacuum drying method in the Pharmacopoeia of the People’s Republic of China; the net content item follows JJF 1070 Rules of Metrological Test for Net Content of Prepackaged Products; and the inspection rules follow GB/T 37625 Rules for Inspection of Cosmetics.

The key indicators specific to freeze-dried products, such as reconstitutability and heat resistance, and the corresponding test methods were independently developed and drafted by the drafting organizations in light of the production process characteristics of freeze-dried products and actual quality control needs, and in combination with published group standards, enterprise product quality standards, market product surveys and industry user feedback, so as to comprehensively determine the technical indicators and test methods in the draft standard and ensure its scientific validity and applicability.

International Standards Situation

At present, no relevant standards have been publicly released abroad.

On the Scope of Application

This standard applies to freeze-dried cosmetic products prepared by vacuum freeze-drying technology and used on human skin after reconstitution (in forms such as powder, pellets, sheets, blocks and flocs), and does not apply to freeze-dried face mask products, nor to freeze-dried raw materials or products for non-cosmetic purposes, so as to clearly define the boundary of application and avoid misuse of the standard.

Cosmetics for single use

Scope

This document specifies the terms and definitions, requirements, test methods and inspection rules of single-dose cosmetics, and the requirements for their labeling, packaging, transport, storage and service life. This document applies to single-dose cosmetics.

Relationship with Existing Relevant Standards in China

A search of relevant domestic and foreign standards shows that there are no national or industry standards in this area, which cannot meet the needs of the standardized development of the industry and its regulation.

Items in the standard requirements such as pH value, microbiological indicators (total plate count, molds and yeasts, etc.) and hazardous substances (lead, arsenic, mercury and cadmium) are tested mainly with reference to the Safety and Technical Standards for Cosmetics; the net content item follows JJF 1070 Rules of Metrological Test for Net Content of Prepackaged Products; and the inspection rules follow GB/T 37625 Rules for Inspection of Cosmetics.

The key indicators specific to single-dose products, such as cold resistance and heat resistance, and the corresponding test methods were independently developed and drafted by the drafting organizations in light of the production process characteristics of the products and actual quality control needs, and in combination with published group standards, enterprise product quality standards, market product surveys and industry user feedback, so as to comprehensively determine the technical indicators and test methods in the draft standard and ensure its scientific validity and applicability.

International Standards Situation

At present, no relevant standards have been publicly released abroad.

On the Scope of Application

This document applies to single-dose cosmetics (skincare products) on the market, and does not apply to single-use trial samples, free gifts and the like, so as to clearly define the boundary of application and avoid misuse of the standard.

CIRS Reminder

Both standards are the first of their kind in China, with no corresponding current national or industry standards at home or abroad, and will fill the gap in dedicated standards for freeze-dried and single-dose cosmetics. Companies should pay close attention to the boundary of product application: the freeze-dried product standard does not apply to freeze-dried face masks, and the single-dose standard does not cover trial samples or gift samples. Routine safety indicators continue to follow existing general testing bases such as the Safety and Technical Standards for Cosmetics. Relevant cosmetics companies are advised to evaluate their existing product formulas and internal testing plans against the drafts for comments, make use of the comment window before November 22, 2026, and plan product compliance in advance.
