Regulatory Updates
Draft for Comments Released: Mandatory National Standard "Specifications for Toothpaste Ingredients" Under Its First Revision
On June 4, 2026, the Department of General Affairs of the National Medical Products Administration (NMPA) released the mandatory national standard "Specifications for Toothpaste Ingredients (Draft for Comments)" (GB 22115-202X, replacing GB 22115-2008) for public comment, with the comment period running from June 4 to August 4, 2026. The draft tightens the control over toothpaste ingredients, expands the scope of prohibited and restricted ingredients, and adjusts the lists of preservatives and animal- and plant-derived ingredients, while closely aligning with EU regulations and China's toothpaste-specific regulatory requirements.
Attention Cosmetic Companies: New Chemical Substances in Finished Cosmetic Products May Be Brought Under Registration Management
On June 11, 2026, the Ministry of Ecology and Environment (MEE) released the "Measures for the Environmental Management Registration of New Chemical Substances (Revised Draft for Comments)". For the cosmetics industry, the most noteworthy change is that cosmetics have been removed from the "scope of non-application" under the regulation — meaning that new chemical substances contained in finished cosmetic products may, in the future, be brought within the scope of new chemical substance registration. Two Mandatory National Standards on Cosmetic Adverse Reactions Released for Public Comment
On June 15, 2026, the NMPA Department of General Affairs released for public comment two mandatory national standards: the "Criteria and Principles for the Determination and Management of Cosmetic-Induced Cheilitis (Draft for Comments)" and the "Criteria and Principles for the Determination and Management of Cosmetic-Induced Contact Urticaria (Draft for Comments)". The comment period runs from June 15 to August 15, 2026.
NMPA Department of General Affairs Publicises Standard Project Initiation for Butyl Acetylaminopropionate Ethyl Ester
On June 26, 2026, the NMPA released a public notice on the initiation of cosmetic-related standard projects, with the proposed standard being Butyl Acetylaminopropionate Ethyl Ester.
Provisions on the Registration, Filing and Data Management of New Cosmetic Ingredients Released
On June 26, 2026, the NMPA released the "Provisions on the Registration, Filing and Data Management of New Cosmetic Ingredients" (hereinafter the new "Provisions"), effective from July 15, 2026. The "NMPA Announcement on Releasing the Provisions on the Data Management of Registration and Filing of New Cosmetic Ingredients" (Announcement No. 31 of 2021) is repealed simultaneously. The Provisions comprise 15 articles, further optimising the management of new ingredients and stimulating innovation in new cosmetic ingredients.
Technical General Principles for the Data of Registration and Filing of New Cosmetic Ingredients Released
On June 26, 2026, the National Institute for Food and Drug Control (NIFDC) released the "Technical General Principles for the Data of Registration and Filing of New Cosmetic Ingredients" (hereinafter the "Technical General Principles"). As the general technical requirements for the registration and filing data of new cosmetic ingredients, the Technical General Principles guide registrants and filers of new ingredients in conducting relevant studies in a scientific manner and producing standardised and complete registration and filing dossiers.
NMPA Department of General Affairs Seeks Public Comments on the "Measures for the Administration of Cosmetic Standards (Draft for Comments)"
On June 30, 2026, the NMPA released the "Measures for the Administration of Cosmetic Standards (Draft for Comments)" for public comment. To strengthen the administration of cosmetic standards and safeguard cosmetic quality and safety, the NMPA organised the drafting of these Measures. The comment period runs from June 30 to July 30, 2026.

On June 10, 2026, to implement the NMPA's "Three-Year Action Programme (2026-2028) on Enhancing the Production Quality Management System of Cosmetic Enterprises" and to comprehensively improve the operational effectiveness of the quality systems and the quality and safety assurance capabilities of cosmetic enterprises in Liaoning Province, the provincial MPA drafted the "Implementation Plan for the Three-Year Action Programme (2026-2028) on Enhancing the Production Quality Management System of Cosmetic Enterprises in Liaoning Province (Draft for Comments)". The comment period closed on June 20, 2026.
Hangzhou, Zhejiang Opens a "Priority Review and Expedited Processing" Fast Track for Cosmetic Filing
On June 12, 2026, the Hangzhou Municipal Administration for Market Regulation announced that, in order to continuously optimise the business environment, enhance the capability and quality of domestic general cosmetic filings, and promote the high-quality development of the cosmetics industry, Hangzhou has opened a "Priority Review and Expedited Processing" fast track for the filing of domestic general cosmetics. The fast track applies to the initial filing and amendment filing of domestic general cosmetics, but does not apply to the following products: toothpaste, children's cosmetics, cosmetics using new ingredients, and cosmetics claiming anti-acne, anti-wrinkle, anti-dandruff, deodorising, tear-free, mild (non-irritating) or suitable-for-sensitive-skin effects, as well as cosmetics for export only. The above takes effect from July 8, 2026.
Hainan MPA Releases the Technical Guiding Principles for Self-Inspection of General Cosmetic Filing Data (Trial)
On June 18, 2026, to effectively urge cosmetic filers to assume their primary responsibilities, comprehensively standardise general cosmetic filing work, systematically improve the quality of filing materials, highlight the key review and gate-keeping role of the person in charge of quality and safety over filing data, and ensure that filing data is lawful, truthful, accurate, complete and traceable, the Hainan MPA released the Technical Guiding Principles for Self-Inspection of General Cosmetic Filing Data (Trial).
Inner Mongolia MPA Seeks Comments on the "Measures for the Tiered and Classified Supervision and Administration of Cosmetic Distribution in the Inner Mongolia Autonomous Region (Draft for Comments)"
On June 25, 2026, the Inner Mongolia MPA released the "Measures for the Tiered and Classified Supervision and Administration of Cosmetic Distribution in the Inner Mongolia Autonomous Region (Draft for Comments)" for public comment, with the comment period running from June 25 to July 11, 2026. The Measures aim to strengthen cosmetic distribution risk prevention and control across the region, optimise the allocation of regulatory resources, implement tiered and classified supervision of cosmetic distribution risks, further improve regulatory efficiency, and safeguard public use of cosmetics.

US FDA Approves New Sunscreen Active Bemotrizinol, First Expansion of the OTC Sunscreen Monograph in Nearly 20 Years
On June 9, 2026, the US Food and Drug Administration (FDA) issued a final administrative order (OTC000039), formally incorporating Bemotrizinol (Bis-Ethylhexyloxyphenol Methoxyphenyl Triazine) into the "OTC Monograph M020 for Over-the-Counter Sunscreen Drug Products for Human Use" and approving its use as a sunscreen active ingredient. The final order will take effect on August 9, 2026.
Brazil Updates the Lists of Prohibited and Restricted Cosmetic Ingredients, Incorporating the Latest Mercosur Revisions
On June 11, 2026, the Brazilian Health Regulatory Agency (ANVISA) approved Resolutions RDC No. 1,029/2026 and RDC No. 1,030/2026 at its 10th open Collegiate Board meeting, updating, respectively, the "List of Restricted Ingredients" and the "List of Prohibited Ingredients" for personal hygiene products, cosmetics and perfumes. The resolutions were published in the Brazilian Federal Official Gazette (DOU) on June 15, 2026.
US California Lists Nail Products Containing >250 ppm Triphenyl Phosphate (TPhP) as a "Priority Product"
On June 19, 2026, the United States submitted notification G/TBT/N/USA/2233/Add.1 to the World Trade Organization (WTO). The California Office of Administrative Law (OAL) approved the final regulatory action by the California Department of Toxic Substances Control (DTSC) to amend the "Safer Consumer Products Regulations": adding "nail products containing triphenyl phosphate (TPhP) at concentrations above 250 ppm" as a "Priority Product". The final regulation was published in the California Regulatory Notice Register (No. 24-Z, p. 51) on June 12, 2026, and takes effect on October 1, 2026.

Australian TGA Launches Consultation on Publishing GMP Inspection Outcomes and GMP Certificates
On June 10, 2026, the Australian Therapeutic Goods Administration (TGA) launched a public consultation on a proposal to enhance regulatory transparency, intending to publish Good Manufacturing Practice (GMP) inspection outcomes and GMP certificates, covering both Australian and overseas manufacturing sites. Indonesia Releases Draft Implementation Guidelines for the Cosmetic Halal Assurance System, Refining Halal Certification Requirements
On June 4, 2026, Indonesia notified the WTO of the draft "Implementation Guidelines for the Cosmetic Halal Assurance System" (G/TBT/N/IDN/187). The draft was developed by the Indonesian Halal Product Assurance Organizing Agency (BPJPH) to provide guidance on the standards applicable to the cosmetic halal assurance system and to identify the key halal control points throughout the production process, ensuring the continuity of halal compliance. The draft is currently under consultation, with the comment period closing on August 2, 2026.
Indonesia Releases Draft Regulation on Cosmetic Recall and Destruction, Introducing a Risk-Tiered Recall Mechanism
On June 10, 2026, the Indonesian National Agency of Drug and Food Control (BPOM) released the "Draft Regulation on the Recall and/or Destruction of Traditional Medicines, Health Supplements, Cosmetics and Similar Products". The draft aims to consolidate and update the existing recall and destruction rules, introduce a structured, risk-based recall classification system, and further tighten reporting deadlines as well as destruction and documentation requirements. Thai FDA Proposes to Tighten Restrictions on Salicylic Acid, Homosalate et al. and Adjust the List of Prohibited Substances
On June 9, 2026, the Thai Food and Drug Administration (TFDA) published several draft amendments on cosmetic ingredient regulation on the Thai legal drafting consultation platform, aiming to align with the latest updates to the ASEAN Cosmetic Directive (ACD). The drafts tighten the permitted-use conditions for popular ingredients such as homosalate, benzophenone-3 and salicylic acid, and add new restricted entries such as verbena absolute and Acid Yellow 3. The comment period closed on July 8, 2026.
Thailand Updates the List of Cosmetic Ingredients
On June 12, 2026, Thailand published an announcement on the revision of the list of prohibited cosmetic ingredients. The main revisions include: adding 24 new prohibited substances; and amending the requirements for 3 existing ingredients. The revisions took effect on June 13, 2026.
ASEAN Cosmetic Directive Updated, Involving Annexes II, III, IV and VI
On June 30, 2026, the Annexes of the ASEAN Cosmetic Directive (ACD) were updated, with additions, revisions and deletions to the lists of prohibited substances, restricted substances, permitted colouring agents and preservatives.
Korean MFDS Releases Guidelines on the Preparation of Cosmetic Safety Assessment Data, Providing Guidance for Corporate Safety Assessment Compliance
On June 10, 2026, the Korean Ministry of Food and Drug Safety (MFDS) released the "Guidelines on the Preparation of Cosmetic Safety Assessment Data", an important supporting document for Korea's introduction of a cosmetic safety assessment regime. Korea plans to phase in a mandatory cosmetic safety assessment system from 2028, and these guidelines will help companies and safety assessors prepare in advance.
Korean MFDS Signs an MOU with KIPO, Korea Customs Service and the Cosmetic Association to Jointly Combat Counterfeit Cosmetics
On June 16, 2026, the Korean Ministry of Food and Drug Safety (MFDS), together with the Korean Intellectual Property Office (KIPO), the Korea Customs Service (KCS) and the Korea Cosmetic Association (KCA), signed a Memorandum of Understanding (MOU) aimed at eradicating the counterfeit cosmetics that have proliferated alongside the global expansion of K-Beauty, thereby safeguarding consumer safety and the overseas competitiveness of Korean cosmetic brands.
