Personalized Cosmetic Service Pilots Expanded to 23 Provincial-Level Regions

The scope of China’s personalized cosmetic service pilot programme has been further expanded recently, covering 23 provinces, autonomous regions and municipalities nationwide. CIRS Group has sorted out relevant pilot policies for your reference.

Phase I Pilot Programme

On November 10, 2022, the National Medical Products Administration (NMPA) launched the pilot programme for personalized cosmetic services in five provincial-level regions including Beijing, Shanghai, Zhejiang, Shandong and Guangdong.

The one-year pilot ran from November 2022 onwards, focusing on the following tasks:

  • Explore operational models for personalized cosmetic services. Give full play to the market role of industry entities, and encourage pilot enterprises to carry out trials on skin diagnosis, product follow-up tracking and customized skincare regimens for general cosmetics such as colour cosmetics and skincare products.
  • Develop effective regulatory measures tailored to personalized cosmetic service models. Drug regulatory authorities of each pilot region are encouraged to innovate supervision mechanisms under the existing cosmetic regulatory framework, and optimize supervision approaches covering product filing, testing, sample retention and sales administration.
  • Formulate normative documents governing personalized cosmetic services. Based on pilot outcomes, reasonably streamline procedures while complying with statutory requirements on cosmetic filing, production supervision and risk monitoring. The initiative aims to guarantee cosmetic quality and safety while addressing consumers’ personalized cosmetic needs.

Phase II Pilot Programme

On September 17, 2025, the National Medical Products Administration (NMPA) rolled out the second phase of the personalized cosmetic service pilot scheme across 15 provinces, municipalities and autonomous regions, namely Beijing, Tianjin, Hebei, Heilongjiang, Shanghai, Zhejiang, Shandong, Henan, Hunan, Guangdong, Guangxi, Hainan, Chongqing, Yunnan and Shaanxi.

This two-year pilot commenced on October 1, 2025. Cosmetic filers or domestic responsible persons authorized by overseas filers may, within their proprietary retail premises such as exclusive stores and direct-sale outlets, provide on-site small-batch simple blending and repackaging services involving two or more types of filed general cosmetics in response to consumers’ personalized demands.

Expansion of the Scope of Phase II Pilot

On July 10, 2026, the NMPA issued a circular to expand the coverage of the second-phase pilot. Starting from August 1, 2026, eight additional provinces and autonomous regions including Liaoning, Jiangsu, Anhui, Fujian, Jiangxi, Hubei, Sichuan and Xinjiang have been incorporated into the pilot programme, with the pilot period lasting until September 30, 2027.

Cosmetic manufacturers and distributors are advised to promptly get familiar with local pilot policies, fulfil primary responsibility for product quality and safety, carry out personalised cosmetic services in full compliance with regulations, and keep track of the latest regulatory updates to mitigate operational risks.
