Summary Report on China Cosmetic Supervision and Sampling Inspection-July 2026

In July 2026, the Medical Products Administrations (MPAs) of Guangdong and Guizhou provinces successively issued cosmetic supervision and sampling inspection notices, involving a total of 9 non-compliant batches of cosmetics and 9 enterprises found to have serious deficiencies in their production quality management systems.

Local Drug Administration Cosmetic Supervision and Sampling Inspection Data

Notice of the Guangdong Medical Products Administration on Cosmetic Sampling Inspection Information (Issue No. 3, 2026)

On July 20, 2026, the Guangdong Medical Products Administration issued the Notice on Cosmetic Sampling Inspection Information (No. 60 of 2026). The Guangdong MPA organized cosmetic sampling inspection across the province’s cosmetic production and distribution chain. A total of 696 batches of cosmetics were sampled this round, of which 4 batches failed to meet the relevant requirements. The non-compliant products included one batch each of sunscreen cream, sunscreen lotion, essence cream, and shampoo. The non-compliant items covered: ingredient profile mismatch in 2 batches, microbial count exceeding limits in 1 batch, and preservatives used beyond the permitted scope in 1 batch.

2026 Cosmetic Quality Announcement of the Guizhou Medical Products Administration

On July 16, 2026, the Guizhou Medical Products Administration announced that, in 2026, the provincial administration organized cosmetic quality sampling inspection across the province. A total of 100 batches of cosmetics were sampled, of which 95 batches were compliant and 5 batches were non-compliant. The non-compliant products included 2 batches of shampoo and 1 batch each of shampoo lotion, hair conditioner, and liposome spray. The non-compliant items covered: microbial count exceeding limits in 4 batches, and illegal ingredient addition in 1 batch.

Notice of the Guangdong Medical Products Administration on Cosmetic Supervision and Inspection (Issue No. 1, 2026)

On July 30, 2026, the Guangdong Medical Products Administration announced that the administration organized on-site for-cause inspections of cosmetic manufacturers within the province. The inspections found that 9 enterprises had “serious deficiencies in their production quality management systems.” The regulatory authority suspended the production and business operations of these enterprises and ordered them to make rectifications. All 9 enterprises have now completed rectification and been approved to resume production and operation.

Regulatory Updates

State Administration for Market Regulation Seeks Public Comments on the Measures for the Administration of Product Quality Supervision and Random Inspection (Draft for Comment)

On July 8, 2026, the State Administration for Market Regulation (SAMR) announced that, to further strengthen product quality and safety supervision and improve the product quality supervision and random inspection system, SAMR revised the Interim Measures for the Administration of Product Quality Supervision and Random Inspection (SAMR Order No. 18) and developed the Measures for the Administration of Product Quality Supervision and Random Inspection (Draft for Comment). The public comment period for the draft closed on August 7, 2026.

The revised Measures comprise nine chapters and 65 articles, covering general provisions; organization of supervision and random inspection; on-site random inspection; online random inspection; sample testing; objection handling; supervision and administration; legal liability; and supplementary provisions.

Fifth Branch of the Shandong Medical Products Administration Conducts Key Inspections on Perfume and Floral Water Cosmetics

On July 17, 2026, the Shandong Medical Products Administration announced that it had recently organized a targeted key inspection campaign, cumulatively inspecting 12 cosmetic manufacturers and conducting supervision and sampling inspection on 7 batches.

The inspection focused on: gatekeeping at the source — verifying product registration and filing qualifications and the consistency of production processes and formulas with the filings; whole-chain inspection of raw material input, production process control, and finished-product inspection and release; and reviewing label compliance, with a crackdown on false and misleading publicity such as floral water (toilet water) products making unauthorized explicit or implied mosquito-repellent efficacy claims. At the same time, the administration advanced “regulation + legal popularization + empowerment” in parallel, guiding enterprises to fulfill their primary responsibility for quality and safety.

Going forward, it will continue to focus on summer best-selling categories and conduct normalized special inspections and supervision and sampling inspections.

The July 2026 supervision and sampling inspection results show that non-compliance is frequent among sunscreen, hair care, and shampoo cosmetics, with compliance issues in production quality management systems being particularly prominent. We remind relevant enterprises to closely follow regulatory trends, carry out raw material control and formula review against typical inspection problems, promptly identify compliance risks, strictly comply with the Cosmetic Supervision and Administration Regulation and relevant technical specifications, and avoid quality and compliance risks at the source, so as to comprehensively build a solid foundation for quality, safety, and compliance.
