On October 8, 2026, China’s National Institutes for Drug Control (NIDC) released the Guiding Principles for the Determination of New Cosmetic Ingredients (for Trial Implementation) (Draft for Comments) and is now seeking public comments. The deadline for comments is October 25, 2026.
The determination of new ingredients is an important basis for cosmetic ingredient innovation and management. The guiding principles aim to provide general principles for the determination of new ingredients, guiding registrants and filers of new ingredients to carry out relevant research work in a scientific and standardized manner in light of the characteristics of the ingredients.
Scope of Application
These guiding principles apply to the determination of new cosmetic ingredients and related research work. Registrants and filers of new cosmetic ingredients shall use these Guiding Principles on the premise of complying with relevant regulations and technical standards. Where an ingredient also falls within the scope of application of other technical guidelines or guiding principles, the relevant technical requirements shall also be referenced at the same time.
CIRS Reminder
The guiding principles clarify the overall determination approach for new cosmetic ingredients, delineating the boundaries for the recognition of new ingredients in terms of the substance basis, intended use, and safety risks, and provide technical guidance for enterprises to carry out the R&D and submission of new ingredients. Relevant cosmetics companies are advised to review their ingredients under development in light of the requirements of the guiding principles, assess the submission pathway in advance, and make early compliance planning.
