The EU List of Substances Prohibited in Cosmetic Products is outlined in Annex II of Regulation (EC) No 1223/2009, which establishes the regulatory framework for cosmetic products in the European Union. This list includes 1,730 substances that are strictly prohibited from use in cosmetic formulations due to their potential risks to human health. Each prohibited substance is identified by its chemical name, CAS number, and EC number.

This list is outlined in Annex III of Regulation (EC) No 1223/2009, which includes 378 substances that must not contain in cosmetics except subject to the restrictions laid down.

The List of Fragrance Allergens in Cosmetic Products compiles fragrance allergens present in cosmetic products, formulated in accordance with the EU Cosmetics Regulation (EC) No 1223/2009, its Annex III (List of Substances Restricted for Use in Cosmetic Products) and relevant EU regulations. In the United States, the FDA (Food and Drug Administration) regulates cosmetic ingredients under the Federal Food, Drug, and Cosmetic Act (FD&C Act). Color additives must be FDA-approved for specific uses. In addition, some may be used only if they are from batches that FDA has tested and certified.

The hazard classifications in the Australian List of chemicals with high hazards for categorisation are based on recommendations from other countries and international bodies. Under AICIS requirements for the introduction of industrial chemicals, introducers must classify their industrial chemicals in accordance with the categorisation procedures set out in the Chemical Categorisation Guide prior to introduction. Different introduction categories correspond to different compliance requirements and obligations. The List serves as a screening tool to assist introducers in classifying introduced chemicals based on available information, while preventing known high-concern chemicals from being categorised as very low risk (exempted introduction) or low risk (reported introduction). The Scientific Committee on Consumer Safety (SCCS) Opinions are expert assessments that evaluate the safety of cosmetic ingredients and substances that underpin the implementation of the EU Cosmetics Regulation.For the safety assessment of cosmetic ingredients, the SCCS issues four types of opinions: preliminary opinions open for comments, opinions being finalized, final opinions, and previous committee opinions. The Cosmetic Ingredient Review (CIR) Assessments are thorough scientific evaluations conducted by an independent expert panel in the United States, established by the cosmetics industry in cooperation with the U.S. Food and Drug Administration (FDA) and the Consumer Federation of America, to assess the safety of individual cosmetic ingredients used in personal care products. These assessments are based on a comprehensive review of published scientific literature, industry-submitted data, and other relevant toxicological information, with the goal of ensuring consumer safety and guiding regulatory and industry practices.

Chemical substances in the Inventory of Existing Chemical Substances in China (IECSC) consist of two parts. The first part contains chemical substances that have been produced, sold, processed, used, or imported within the territory of the P.R.C. before October 15, 2003. The second part contains chemical substances that are included in after October 15, 2003. Currently, there are more than 40,000 substances in the IECSC (2013). The Ministry of Ecology and Environment is responsible to update the IECSC.

The Catalogue of Hazardous Chemicals (2015) was jointly published in February 2015 by ten departments (the Ministry of Emergency Management, the Ministry of Industry and Information Technology, the Ministry of Public Security, the Ministry of Ecology and Environment, the Ministry of Transport, the Ministry of Agriculture and Rural Affairs, the National Health Commission, the State Administration for Market Regulation, the National Railway Administration, and the Civil Aviation Administration of China) in accordance with the Regulations on the Safety Management of Hazardous Chemicals (State Council Order No. 591). It was amended on November 7, 2022, regarding diesel, and five additional chemicals were added on April 16, 2026. The Inventory currently contains a total of 2,833 chemicals.

"Substances that may have serious and often irreversible effects on human health and the environment can be identified as substances of very high concern (SVHCs). In accordance with REACH Regulation, substances with the following hazard properties may be identified as SVHCs:
(1) substances meeting the criteria for classification as carcinogenic, mutagenic or toxic for reproduction (CMR) category 1A or 1B in accordance with the CLP Regulation;
(2) substances which are persistent, bioaccumulative and toxic (PBT) or very persistent and very bioaccumulative (vPvB) according to REACH Annex XIII;
(3) substances on a case-by-case basis, that cause an equivalent level of concern as CMR or PBT/vPvB substances. such as endocrine disruptor substances."

The Annex XVII of EU REACH regulation contains the list of restrictions of certain hazardous substances, mixtures and articles for their marketing and use on the European market. It is usually called  REACH Restrictions List or REACH Annex XVII. Restrictions are an instrument to protect human health and the environment from unacceptable risks posed by chemicals. Restrictions are normally used to limit or ban the manufacture, placing on the market (including imports) or use of a substance, but can impose any relevant condition, such as requiring technical measures or specific labels.

ECHA’s endocrine disruptor (ED) assessment list includes the substances undergoing an ED assessment that have been brought for discussion to ECHA’s ED Expert Group according to REACH Regulation and the Biocidal Products Regulation. EU PFAS candidate list is made based on Restriction proposal on PFAS announced by ECHA, which selects PFAS substances based on their number of fluorine atoms. In the Restriction proposal, PFAS substances refer to any substances that contains at least one fully fluorinated methyl (CF3-) or methylene (-CF2-) carbon atom (without any H/Cl/Br/I attached to it).

CMR stands for substances that are Carcinogenic, Mutagenic (causing genetic mutations), and toxic to Reproduction. According to the CLP Regulation, CMR substances are classfied into three categories: Category 1A, Category 1B, and Category 2. In accordance with Article 28, 29, and 30 of Annex XVII of the EU REACH Regulation, CMR substances classified as Categoary 1A or 1B are prohibited (within specified concentrations) to be placed, used, or supplied to the market. CMR substances are listed in Appendix 1 to 6 and these substances are also listed in Part 3 of Annex VI of Regulation (EC) No 1272/2008.

The EU PBT Assessment List is an inventory established by ECHA under the criteria of REACH Annex XIII, for identifying substances with persistent, bioaccumulative, and toxic (PBT) or very persistent and very bioaccumulative (vPvB) characteristics. This list is used for preliminary screening and assessment of chemicals that may pose long-term risks to the environment and health, providing early warnings to companies and assisting them in the development of alternatives or risk management.

On October 12, 2023, France published an official decree on the requirements for endocrine-disrupting substances. The decree specifies a list of substances with endocrine-disrupting properties, and substances confirmed and suspected to be endocrine disruptors are listed in Annex I of the decree, in Table A and Table A bis (covering 128 substances, including 126 SVHC substances,  cholecalciferol (vitamin D3) and mancozeb). Substances suspected to be endocrine disruptors are listed in Table B and Table B bis of Annex I (Table B and Table B bis are currently empty).

Korea List of Persistent Pollutants and Specific Exemptions is a detailed classification of persistent pollutants in accordance with the Persistent Pollutants Management Act. It clearly stipulates that the substances registered in Annex A (prohibited substances) to B (restricted substances) are prohibited or restricted from production, use, import and export, etc., except for the uses permitted by the Stockholm Convention; substances registered in Annex C (unintentional substances) are required to conduct emission source and emission surveys and take emission reduction measures. It also lists in detail the specific substances and uses that can be exempted from the prohibition and restriction of domestic production, import, export or use of persistent pollutants.
