On July 30, 2025, Brazil enacted a landmark regulation prohibiting the use of animals for testing cosmetics, personal care products, perfumes, and their ingredients.
The regulation amends two key pieces of legislation – Law No. 11794 (2008) and Law No. 6360 (1976) – to explicitly prohibit testing of products and their ingredients on vertebrate animals, including tests conducted for purposes of safety, efficacy, or hazard assessment. In addition, the amendment introduces stricter labeling requirements for products that underwent animal testing prior to the regulation’s effective date.
- Restrictions on Animal Test Data: Data derived from animal testing will no longer be accepted for the registration or commercialization of personal care products and related items, including any animal-derived data used to support safety claims of ingredients.
- Alternative Test Methods: The law prioritizes the use of internationally recognized and validated alternative testing methods.
- Exemptions in Exceptional Circumstances: In rare cases, exemptions may be granted if a cosmetic ingredient poses a significant risk to human health and no viable alternative test method is available.
